implementation strategies (proactive or market driven);
d. A summary of the outcomes: new square footage, employment, wages, taxes, infrastructure (green space,
ponding, roads, park), and environmental cleanup of each land use plan scenario;
e. Discussion of the public planning options to more accurately portray the desired land use scenario such as
Comprehensive Plan Amendment or a new Zoning District (possibly a PUD or "B-6" mixed use district).

Upon completion of the strategy meetings staff will consolidate the comments and suggestions of the participants and
report to the Council on the next steps to implement the revised plan, which will include public hearings at the Planning
Commission (November 8th) and final approval by the City Council in late November or early December (Chair Klausing
asked that documents be sent to the Planning Commission early in order to prepare for the meetings.)

In December or January, assuming final approval of a revised plan, the AUAR processes would begin which would review
all environmental issues such as traffic, water storage and drainage capacity, air quality, infrastructure improvements,
landscaping, design plan, parking, etc. This process will develop environmental mitigations to control impacts to the City.

8. Presentations and Other Actions

None.

9. Information and Reports (verbal reports as time permits)
a. 3rd Quarter Building Permit Report (hand-out)

Dennis Welsch provided an overview of the year's construction and new value.

b. Special Joint City Council/Planning Commission meeting - November 8 at 5:30 p.m., with the Planning
Commission regular meet to start at 7:30 p.m..

Chair Klausing described issues which would be discussed including hearings and policy issues and what expectations
the Council might have. Holding an annual meeting to keep communications going would also help.

Member Olson asked if accessory buildings and structures could be discussed. Member Wilke suggested that this issue
be discussed by the Zoning Committee. (Thomas Paschke is working on a report for the Planning Commission's review).

Chair Klausing encouraged broader thought on expectations. A copy of an agenda will be circulated to the Commission
and Council.

10. Other Issues

Member Olson asked that the Planning Commission (through the Chairman) extend a gesture of thanks to City Manager
Steve Sarkozy.

11. Adjournment

The meeting adjourned at 8:15 p.m.

Return to Planning Commission
