<br />Chair Klausing asked for details regarding the pit for car repair in the garage floor. Deb Bloom noted that the City does not <br />regulate this structure. <br /> <br />Member Cunningham asked if the garage setback could create a precedent. Staff noted that many lots on this stretch of <br />Owasso are steep up or down from the street. <br /> <br />Mr. Kenney stated the trees (removal of them) is the primary hardship. <br /> <br />Member Olson asked how existing garages are going to affect the reconstruction of W. Owasso Blvd.. Deb Bloom <br />explained the neighborhood would assist in the design of the reconstruction. She noted that one garage is actually in the <br />right-of-way. <br /> <br />Member Wilke asked the width of the right-of-way (66 feet). <br /> <br />Member Cunningham was interested in preserving trees and green space, but moving the garage back as far as possible. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Member Cunningham noted parking is off-street, moving back may damage trees. There appears to be no impact on <br />redesign of Owasso Blvd. and pathway. <br /> <br />Chair Klausing noted that the street is unique because of the garage setbacks and the vegetation makes it appear as an <br />up-north, lake cottage area. <br /> <br />Member Wilke noted the right-of-way width is adequate. <br /> <br />The Commission summarized findings as: The existing trees, slope, foundation, and the number of other setbacks and <br />garages similar to this case. The Commission understood that the workshop shady area was not be used as a living unit. <br /> <br />Motion: Member Cunningham moved, second by Member Wilke to recommend approval of the 13 foot variance to allow <br />construction of an attached garage in the front yard setback at 3062 Owasso Bouldevard. <br /> <br />Ayes: 5 <br /> <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />7. Other Business <br />a. Twin Lakes Renewal Strategy & Comprehensive Land Use Plan Amendment <br /> <br />Dennis Welsch explained that the proposed Twin Lakes Master Plan Renewal process should achieve the following: <br />1. Evaluate and update the original 1988 Master Plan; <br />2. Incorporate the amendment in 1996 based upon the Twin Lakes Parkway; <br />3. Evaluate changes in the Business Park market <br />4. Ensure that redevelopment will maximize the City's current and future investment policies and strategies <br />5. Evaluate the environmental impacts based upon the amended master plan through an Alternate Urban Area-Wide <br />Review (AUAR) which is an acceptable process by the Environmental Quality Board per Section 4410.3600 of the <br />regulations for environmental review of development areas. The content and form of the AUAR must be similar to <br />an Environmental Assessment Worksheet with the level of analysis comparable to an Environmental Impact Study. <br />6. Collaborate with the 1-35W Coalition build out plans and other state and county agencies plans to strengthen <br />linkages among Jobs, Transportation, and Housing. <br /> <br />Welsch explained that the second process is to hold strategy meetings with four key stakeholder groups. The suggested <br />groups would consist of property owners, area neighborhoods, key developers, and government and non profit agencies <br />that will need to be informed as part of the AUAR process. Staff suggests that the Council Members and Planning <br />Commission members attend (if possible) the government session and any other of these strategy meetings. <br /> <br />The strategy meetings will provide the following: <br />a. A summary of existing plans and outline the inconsistencies between them; <br />b. Three different land use plan scenarios; <br />c. An outline of the costs and impacts to the community of each land use plan scenario and a discussion of the <br />
