<br />Member Mulder asked if there was a match up with the pool hall, theatres, assemblies, dance halls (no, it is zone <br />specific) . <br /> <br />Member Cunningham asked for clarification of proximity of bingo to a highway in B-1 zones. <br /> <br />Member Olson asked for clarification on the operation of a bingo hall, and on where an amusement establishment may be <br />located. <br /> <br />Member Rhody asked how the issue would have been handled at Hamline Center with this new ordinance. (A license <br />would still be required.) <br /> <br />Chair Klausing asked for detail on the Roseville history of bingo in a club use (Knights of Columbus) as an incidental <br />accessory use within a premise permit. <br /> <br />Chair Klausing noted the Planning Commission does not review the license but asked what are the impacts that are <br />reviewed. Section 303 has setback provisions - should bingo have similar requirements? <br /> <br />Member Rhody asked in a SC district, could a bingo operation place a center into a 24- hour operation classification? <br />(yes). <br /> <br />Member Olson asked what was the 1500-foot setback meant to do or prevent? <br /> <br />Rick Carlson, Pastor of Roseville covenant Church, stated that this ordinance might be a good approach. He <br />recommended the proposed ordinance as a viable option but with some setback. <br /> <br />Chair Klausing asked for clarification - should there be a "reasonable setback" from uses. Uses separated could include <br />day care, schools, and other institutions. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Member Mulder noted that this ordinance focuses the issue on the license in all zones except B-1 and B-1 B where a CUP <br />would be required; clarification is needed on why 400 feet is used. <br /> <br />Chair Klausing asked whether setback provisions are established for bingo because of moral aversion or to keep a <br />segment of the population from being attracted to the site. <br /> <br />Member Mulder asked if the City could deny a license because it is not appropriate to the neighborhood. <br /> <br />Joel Jamnik explained it would be much more difficult. <br /> <br />Motion 1: Member Mulder moved, second by Member Rhody, to recommend approval of the request by the City of <br />Roseville to amend Sections 1004, 1005 and 1007 of the Roseville City Code. <br /> <br />Chair Klausing asked that the Council look at the separation issue as per Section 303.04. <br /> <br />Motion 2: Member Mulder moved, second by Member Rhody, to amend the motion by deleting Section 4, paragraph 7, of <br />the proposed ordinance. <br /> <br />Amendment to the original motion withdrawn. <br /> <br />Motion 3: Member Mulder moved, second by Member Klausing, to add language to Section 4 "a Bingo Hall shall not be <br />subject to the distance requirements in this Section". <br /> <br />Motion carried 5-0. <br /> <br />Motion 4: Member Mulder moved, second by Member Klausing to recommend approval of Motion 1, as amended by <br />Motion 3, for the request by the City of Roseville to amend Sections 1004, 1005 and 1007 of the Roseville City Code. <br /> <br />Ayes: 5 <br />
