<br />density housing. <br /> <br />Member Wilke asked for details on the retaining wall along the west side of the property. <br /> <br />Member Duncan asked if four units of housing could be placed on the site instead of 18 units. <br /> <br />Sam Cave, 723 Terrace Drive, owner of the adjacent/nearby office building, stated he has looked at the site for an office <br />but found the site more appropriate for residential uses. He explained the retaining walls along both sides of the driveway. <br />The west retaining wall protects the drainage ditch. <br /> <br />Member Duncan asked what market rate rental is? Mr. Cave said no project rental rate had been established. Mr. Cave <br />said $1,500 was originally attainable. There are no subsidized units in this complex. <br /> <br />Chair Rhody asked if Cave Associates had agreed to staff suggestions for changes in architectural design (Yes). <br /> <br />Richard Freeze, 212 Transit, expressed concern regarding water ponding. What will happen to wildlife on the pond? How <br />far must development be set back? Deb Bloom explained that the on-site secondary surface water basin must hold water. <br />There is a 50-foot setback for the building and 30 foot setback for the parking lot. There is a west end drain in the existing <br />pond that is plugged. The proposed secondary pond must be placed beyond and higher than the ordinary high water <br />mark. The pre-construction drainage rate into the existing pond must be preserved. <br /> <br />Mr. Cave said the lot was filled; the trees on the site have grown since that date. The trees will be taken down near the <br />construction areas. <br /> <br />Janna Gertz, 194 County Road B-2, lives across from the lot. Would there be curbing placed along the sides of County <br />Road B-2? (No B-2 curbs are proposed at this time.) Her lot is low land. The B2 culvert under the road is not working. <br /> <br />Member Rhody asked if water would affect 194/B2 from the 197/B2 site? <br /> <br />Polly West, 194 County Road B-2, explained choices of Taco Bell or 18 units on the site. Could there be less housing <br />units on the site? She expressed concern about traffic generation, headlights, wild life crossing streets. She also <br />expressed concern about flooding from B-2 at Rice to the 197 B-2 Rice Street. The ditch helps filter the water into the <br />wetlands. What is the state jurisdiction for the wetland. Will the city buy this wetland and connect it to the other green <br />spaces to allow animal connections to Acorn Park? <br /> <br />Wayne Kraull, 240 Transit Avenue, asked if Cave Associates will use Federal programs and request subsidized housing <br />on the site? (Cave responded, no intention). <br /> <br />Kathryn Forslein, 210 Transit, asked if the pond would be destroyed. Deb Bloom explained the purpose of ponding and <br />surface water management. Are there any wetland wildlife endangered in this pond? Does the DNR check this? <br /> <br />Richard Freeze, 212 Transit, asked how deep the proposed secondary storm water basin would be? (Minimum of 4 feet in <br />depth). Is a fence required? (no). Fencing is property owner choice. Is there smell from such ponding? <br /> <br />Darlene Cochrane, 192 Transit, asked if the DNR had sent a fax to the City today? (not received). She asked how far <br />back from the ordinary high water mark that trees would be retained. Deb Bloom explained how delineation of wetland <br />and wetland vegetation is completed. After April 15th an on-site inspection will occur. Joe Richter (DNR) will review the <br />site. Mr. Cave explained the topography and survey; there will be a buffer of existing trees between high water and <br />ordinary high water level. <br /> <br />Member Cunningham asked if Cave engineer contacted DNR last summer (no answer). <br /> <br />Janet Sandreske, 180 Transit, asked why the Planning Commission is changing the Comprehensive Plan? (Chair Rhody <br />explained the process). She asked if pond drainage changed due to day care and strip mall. In the last two years a <br />number of dead animals have been pulled from the pond. (Curb and gutter and on-site ponding will be used to collect <br />water in the proposed project). <br /> <br />Janna Gertz asked if the building would fit the site and what the height might be? (26 feet). <br /> <br />Richard Freeze, 212 Transit, expressed concern with wildlife preservation. <br />
