<br />Ms. Griffin asked if a privacy fence would preclude the mud turtle migration and stated she liked to look at the adjacent <br />pond. <br /> <br />Visitors were allowed to park adjacent to units; the new parking is too far from units. Could parking be looked into in <br />detail? <br /> <br />Larry Salera noted new solid fence would be installed. Parking is the tough issue. By taking RVs away from the front, <br />parking is also lost. <br /> <br />Amy Murphy, resident, expressed concern about the park. She feels that RVs should not be in the park; the owners rent <br />units in the Park and this makes the park look dumpy. If the rental units are removed, could new units be placed on the <br />site? Could rental units be barred? Could rental unit owner background checks be required? Amy Murphy said she would <br />prefer less Park drive-through by the Police. <br /> <br />Ben Storey, resident, said mobile home owners along the south side parked on the RVs site and on Rose Place in the <br />winter when snow and plowing occurs. How will streets be cleared and still allow parking (Difficult). <br /> <br />Member Wilke asked for the management plan for plowing and towing. <br /> <br />Larry Salera noted that plowing and parking is a problem. There are guidelines regarding when and where the snow is <br />carried away. If there are four RV spots vacated in the winter, it allows for more parking. <br /> <br />Member Wilke asked if RVs could be eliminated entirely and add to the parking. (If done, the rental income would decline <br />and have to be shared by existing residents. There is not enough land to do everything. New units are now in the park; <br />rental units are being eliminated.) <br /> <br />Larry Salera noted that he must know what to do with RV units for this season (rent is month to month). After this season, <br />if no RVs are permitted he would, instead, provide four manufactured units. Background checks of residents are done. <br /> <br />Dave May, resident, asked if diagonal parking on the streets had been considered. (Streets are not wide, must be able to <br />get cars and emergency vehicles through). <br /> <br />Richard Kettle, Twin Home adjacent neighbor, would like to see landscaping along borders. Does the City have plans to <br />open up Rose Place for further access or even a walkway? There used to be a 30-foot easement/buffer along the west <br />side. The south side brush belongs to the Mobile Home Park. How close can a unit or storage be to a street? <br /> <br />John Wilson, resident, noted that the southwest corner of the road was under water when snow melts. <br /> <br />Polly Griffin illustrated that in 1955 there were no adjacent homes; she opposed screening. <br /> <br />George Berg, resident, would like to see asphalt in front removed. The snow plowing in winter is a problem. He moved his <br />car to Rose Place in winter. <br /> <br />Amy Murphy, resident, asked what could be done with spacing of units and could more speed limits (10 mph) be added to <br />site? <br /> <br />Sheila Lumpkin said the community is involved in this process. On Lexington snow is carted away. Parking is limited; <br />there are four spaces in front, six in rear areas. If residents park on Rose Place, there are complaints from residents to the <br />south. Having a designated district will be valuable. Screening is objectionable. She supported enclosing the trash areas. <br /> <br />Carol Shiels, 1110 Rose Place, noted that collaborative planning among partners City, Park, residents and neighbors to <br />south is important. The neighbors to the south are the Central Park Town Home Association. <br /> <br />Chuck Nagle, an RV owner, noted that RV owners are there for the entire summer. He stated the RV parking was a winter <br />parking area that benefited both RVs and residents. He is waiting for a conclusion to the seasonal RV issue. He was <br />unaware of difficulty with RV owners (they are older, have no pets, and have only one car). Only one non-RV vehicle has <br />been parked in front of the Mobile Home Park (a pick-up truck). <br /> <br />There were no further comments; Chair Rhody closed the hearing. <br /> <br />Chair Rhody said he supported a PUD; improvements are needed and this is a good start.
