Public Hearings <br /> <br />(a) Planning File 3336: A request by Family Academy for an amendment to an existing Interim Use Permit to allow a <br />smaller office/classroom modular unit and locate said unit closer to the existing school building at 3000 Hamline Avenue. <br /> <br />Vice Chair Jim Mulder opened the hearing and requested Dennis Welsch to provide a verbal summary of the project <br />report dated September 12, 2001. <br /> <br />Welsch explained that Family Academy Charter School has submitted an application for an Interim Use Permit to allow a <br />temporary modular office building on the east side (adjacent to the school use within the building) of the Advent Lutheran <br />Church, 3000 Hamline Avenue for a period of three years. Family Academy Charter School has a need for more office <br />space outside of the limited classroom areas within the Church. The 12' x 56' wood faced, skirted modular building will be <br />located on grass along the east side of the Church, directly adjacent to the east entry to the building. An accessibility ramp <br />will be provided. The building will not obstruct or eliminate parking on the site. The use will primarily be clerical and <br />administrative, although some student counseling could occur in the building. Staff recommended approval of the interim <br />use permit with conditions. <br /> <br />Chair Mulder asked if a clean up condition should be added to the conditions to guarantee three-year clean up <br />(Consensus from Commission: staff to add). <br /> <br />Ann Hennessy, Family Academy, explained the need for space and growth in the school <br /> <br />Member Duncan asked if there is a site plan for the future expansions at this site (no). <br /> <br />Chair Mulder closed the public hearing. <br /> <br />Motion: Member Cunningham moved, seconded by Member Wilke, to recommend approval, with modifications, of a draft <br />resolution approving the three-year interim use permit requested by Family Academy Charter School and Advent Lutheran <br />Church (P.F.3336) to allow the operation of a temporary 672 s.t. modular office along the east side of Advent Lutheran <br />Church located at 3000 Hamline Avenue subject to: The three year interim use permit being reviewed administratively on <br />an annual basis on the anniversary date of the resolution granting the interim use permit, with a staff compliance report <br />submitted to the Planning Commission and City Council annually, and within 120 days of expiration in the 3rd year of use. <br />The interim use permit shall become null and void after 36 months of operation unless the applicant reapplies for a future <br />interim use permit 120 days prior to the permit expiration date. The permit and any extension are subject to the conditions <br />in the resolution. <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />(b) Planning File 3340: A request by Advent Lutheran Church for a Variance to Section 1 004.01A4 (Requirements for <br />Increased Size) and a Conditional Use Permit to allow the construction of a 30 foot by 40 foot (1,200 square foot) <br />detached accessory building in the rear yard (south) of the premises located at 3000 Hamline Avenue. <br /> <br />Vice Chair Jim Mulder opened the hearing and requested Dennis Welsch to provide a verbal summary of the project <br />report dated September 12, 2001. <br /> <br />Dennis Welsch explained that Advent Lutheran Church has requested a 192 square foot variance to Section 1004.01A3 <br />(Detached Accessory Building Limit) to construct a 1,200 square foot accessory building on the premises located at 3000 <br />Hamline Avenue. Advent Lutheran Church is also required to obtain a conditional use permit (CUP) to construct the <br />accessory building in accordance with Sections 1 004.01A4 (Requirements for Increased Maximum Size) and 1013.01 <br />(Conditional Use Permits) of the Roseville City Code. <br /> <br />Welsch explained that Advent Lutheran Church own the property located at 3000 Hamline Avenue.
