Each site must have a certificate of insurance with the Minnesota Risk Management Division for liability. <br /> <br />Ayes: 5 <br /> <br />Nays: 0 <br /> <br />Letter of Recognition <br /> <br />Member Mulder read a letter recognizing Chair John Rhody (who resigned effective 02/06/02) and his many efforts for the <br />community. <br /> <br />An open letter to the Citizens of Roseville and to John Rhody: <br /> <br />On behalf of myself and many current and former members of the Roseville Planning Commission, I wish to salute, <br />acknowledge and thank John Rhody for the work that he has done for the City and the Roseville Planning <br />Commission. John has been a leader. It was often through his efforts that the tough decisions were made easier. <br />He was willing to be a mentor and provide enlightened advice regarding challenging issues as they came before <br />the Commission. He was the first to volunteer when heavy lifting was needed or to assure that the neighborhoods <br />and community were involved in the decision making process. <br /> <br />John is committed to the City of Roseville and to the goals and standards of the Planning Commission. His <br />commitment to fairness and openness set him apart in his role as a Commission member and as its Chair. Most <br />importantly, John cares about the City and the work that the Commission does. <br /> <br />As John moves on to accept new challenges, I want to thank John for helping to make Roseville a better place to <br />live and helping to make me and others better Planning Commission members. <br /> <br />b. Planning File 3224: A request by Accessible Space Inc. and VSI Construction for consideration of a Preliminary Plan <br />and General Concept Plan for a planned unit development to allow construction of a three-story 22-unit handicapped <br />housing and a two-story 16,000 square foot general office building on the two-acre, three-parcel site at the southeast <br />corner of Lexington Avenue and Roselawn Avenue. <br /> <br />Chair Duncan opened the hearing and requested Dennis Welsch provide background as per the project report dated <br />February 6, 2002. <br /> <br />ASI (Assessable Space Inc.) and VSI Construction seek approval of a General Concept Plan for a mixed-use planned unit <br />development on the former Kath (Phillips 66) gas station site and the 2 adjoining parcels (4 total parcels). The applicants <br />proposes to construct a 17,911 square foot (gross building size) two-story office building for medical/dental and other <br />general office use in the northwest portion of the site and a 23,900 square foot (gross building size) three story 22 unit <br />apartment complex for the physically handicapped in the northeast portion of the site. The property would be rezoned <br />from B1, Limited Business District, B-2, Limited Retail District, and B-3, General Business District to Planned Unit <br />Development with an underlying zoning of B-1, Limited Business and R-3 General Residence District. A Comprehensive <br />Plan amendment (March) to clarify land use is necessary. <br /> <br />Chair Duncan opened the hearing and asked for comments from the public. <br /> <br />Mike Cronin representing Accessible Space, described the neighborhood meeting held in January. The participants were <br />supportive of offices rather than retail uses. The apartment building will focus on providing housing for residents with <br />physical handicaps. He said he found the uses compatible, especially with use limitations and regulations of the site. <br /> <br />Brent Thompson, VSI Construction, explained the office building would house doctors, dentists, accountants and other <br />professionals in an office condominium with four to six ownerships. Care and maintenance will be done in common. <br /> <br />Member Mulder asked for details of the ten-foot setback. Brent Thompson said setbacks from the property line will be "0" <br />but could be changed. The setback from the curb is 20' from the Roselawn side and 30' from Lexington, with a setback <br />from the sidewalk to the building wall of varying dimensions.
