<br />Member Mulder asked for capacity of the lots. Mr. Grans had not completed a count. Member Mulder asked if parking was <br />done on "green space" rather than pavement area. (Parking must be on pavement). <br /> <br />There being no further public comment, Chair Duncan closed the hearing. <br /> <br />Member Cunningham recommended the following additional condition: Portable restrooms be placed furthest away from <br />adjacent residences. <br /> <br />Member Mulder recommended a condition: expand the time until midnight, even though it is not completely closed until <br />later. Member Mulder recommended that the operation be 24 hours or some other constraint. <br /> <br />Member Traynor suggested "hours of operation" be defined as staffing, monitoring, and bus service only. Member Mulder <br />agreed and requested that the definition be placed in the interim use permit. <br /> <br />Member Mulder asked if Cleveland (Bethany site) was appropriate for the Fair traffic and turning movements. Deb Bloom <br />noted there are bus stops on Cleveland but usually for one or two riders. The center lane is not a passing lane. Is the <br />Skillman access with loading on the parking lot to be used in 2002? (Yes) Member Mulder recommended this should be a <br />condition. <br /> <br />Member Mulder asked if cleanup should extend beyond the parking site? Chair Duncan asked if the City could do this on <br />public right-of-way and charge for the clean up? (Yes) <br /> <br />Member Olson preferred each site should be reviewed annually. Member Mulder noted that violation of an Interim Use <br />Permit could be cause to revoke the permit; the City should only review the Bethany site this year (2002). Violations will <br />trigger a review of the site in the future. <br /> <br />Chair Duncan asked if St. Rose should be included in any review. <br /> <br />Member Olson noted that Grace Church also had a permit. She asked that either all or none be in an annual review. <br /> <br />Member Cunningham suggested review be made only based on complaints or violation, with revocation if continued <br />violation, but retain Bethany for annual review since it is the only new site. <br /> <br />Member Mulder asked for the permitted capacity of lot and definition of "permitted paved parking" at each site. <br /> <br />Member Traynor asked if St. Rose's on-street parking management should be a condition or directed to staff. Member <br />Duncan and Member Mulder agreed that this is outside the site permit, but could be worked on with City staff. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, that based on the information provided in the project <br />report dated February 6, 2002, the Planning Commission recommends approval of the combined (seven) Interim Use <br />Permits to allow temporary off-street parking of vehicles and bus transportation to the Fair Grounds for the Minnesota <br />State Fair in association with Bethany Baptist Church, Church of Corpus Christi, Grace Church of Roseville, Roseville <br />Covenant Church, Roseville Area High School, St. Michael's Lutheran Church and St. Rose of Lima Church, subject to <br />the following conditions: <br />A. The hours of operation (defined as hours when staffing, monitoring and bus service is available) at each of the <br />seven sites are from 8 a.m. to midnight during the 12-day Minnesota State Fair. Parking shall only occur on the <br />permitted, paved surface within each site. <br />B. Each site must have a minimum of one portable restroom that is cleaned on a regular basis (every four days); <br />portable restrooms shall be placed no closer than 75' to any adjoining residence. <br />C. Each site must have trash containers appropriately placed throughout the site to encourage use and each site must <br />provide clean up on streets adjacent to their site. Each trash container must be emptied daily. <br />D. Each site must be monitored (walked by volunteer staff) hourly between the hours of 8 a.m. and 7 p.m. and every <br />half-hour between the hours of 7 p.m. and midnight. <br />E. Each site is allowed directional signage and a "lot full" sign not exceeding 28 inches by 36 inches. Directional <br />signage must be placed on the site directing users away from local residential streets. Set-up and takedown of <br />directional signage and other pertinent information must take place daily. <br />F. All bus traffic must take place on collector streets; St. Rose must use Hamline Avenue only as entry/exit for buses. <br />G. The Interim Use Permit for Bethany Baptist Church shall be reviewed by staff in 2002 (and reported to the <br />Commission and Council) to determine whether adjacent property owner concerns have been properly addressed. <br />Loading/unloading shall take place in the parking lot; Skillman shall be the entry for buses and Cleveland shall be <br />the exit for buses. <br />H. The Interim Use Permits for Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />Roseville Area High School, St. Michael's Lutheran Church, and St. Rose do not have an annual review component <br />
