Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in <br />the City Council Chambers. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Mulder moved, seconded by Member Traynor, to approve the minutes of the February 6, 2002 meeting <br />of the Planning Commission, with the following correction: page 6, line 26, vote Ayes: 5 Nays: O. <br /> <br />Ayes: 5 <br /> <br />Nays: 0 <br /> <br />Abstain: 1 (Wilke) <br /> <br />4. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) None. <br />6. Presentations: <br /> <br />None <br /> <br />7. Hearings <br /> <br />a. Planning File 3381: A request by Love From Minnesota in cooperation with Roberts Development Company for a <br />Conditional Use Permit to allow the retail sale (off-sale) of Minnesota wine at 2465 Fairview Avenue. <br /> <br />Chairman Troy Duncan opened the hearing and requested City Planner Thomas Paschke to provide a summary of the <br />project report dated March 6, 2002. <br /> <br />The City Planner indicated that Love From Minnesota has requested a Conditional Use Permit under Section 1005.05C19 <br />of the Roseville City Code to permit the retail sale of local (Minnesota) wine on the premises of 2465 Fairview Avenue. <br /> <br />He noted that the Community Development Staff has reviewed the proposed additional use of the site for retail (off-sale) <br />wine sales to the CUP evaluation criteria listed in Section 1013.01 D and concluded that the proposal meets these criteria. <br />Specifically, the proposed use will not dramatically increase traffic to the (destination) site, nor will the proposed use <br />
