There appears to be no impact on general health, safety, <br />and public welfare. <br /> <br />Mr. Paschke also noted that Love From Minnesota will need to meet the requirements of Section 302.13 Off Sale License <br />Regulations of the Roseville City Code. Specifically a license is required; the size of the sales area must be a minimum of <br />1,600 square feet; and said license must meet other applicable requirements of Section 302 There will not be a cooler on <br />site. <br /> <br />Member Mulder asked if obtaining a liquor license is required. Planning File 3374: A request by John Lichtscheidl, 2550 Western Avenue, for a conditional use permit to allow <br />construction of a detached garage 24 feet by 42 feet or 1008 square feet in size. <br /> <br />Chairman Troy Duncan opened the hearing and requested City Planner Thomas Paschke to provide a summary of the <br />project report dated March 6, 2002. <br /> <br />The City Planner explained Mr. Robert Lichtscheidl has applied for a Conditional Use Permits to allow the construction of <br />a 1,008 square foot (24 foot by 42 foot) accessory building (detached garage) in the rear yard of his property located at <br />2550 Western Avenue. This is a very large lot, zoned R-1 , and is of low density. <br /> <br />He explained that the Lichtscheidl parcel is large for a residential lot at 37,634 square feet (100 feet wide by 376 feet deep <br />or 0.86 acres). Residential lots located to the north and west are of a similar size, while the lots located to the south and <br />southwest are of a more standard residential variety (85 to 100 feet wide by 110 to 130 feet deep); <br /> <br />The proposed structure will be constructed with a wall height of eight feet; a gable roof with a 4/12 pitch truss; similar <br />asphalt shingles to that of the home; similar vinyl lap siding to that of the home; and a steel or aluminum soffit/fascia; <br /> <br />The staff has reviewed the Conditional Use Permit criteria and determined there are no significant impacts and the owner <br />meets or exceeds building and site requirements. <br /> <br />The City Planner reviewed the staff recommendation of approval with conditions as stated in Section 7 of the project <br />report dated March 6, 2002. <br /> <br />Member Mulder asked for the size of the existing accessory buildings on the lot; does the 608 sq.ft. get added to the <br />permitted existing garden shed? No variance is needed? Has the City prohibited second buildings on small lots? (Yes) <br /> <br />Member Traynor asked if landscaping or tree planting could be required to mitigate the size impact (Yes). <br /> <br />Member Olson asked for side yard setback requirement (5 feet). <br /> <br />Member Cunningham asked if 5 feet is sufficient setbacks for landscaping (depends on the type of landscaping). <br /> <br />Member Traynor noted a letter to the City Planner from Paul McDougall (March 3, 2002) asked if the property could be <br />used for repairing or selling vehicles?
