Planning File 3382: A request by the Public Works Department for a Comprehensive Plan Amendment for the <br />inclusion of the County Road C Streetscape Framework Manual. <br /> <br />Chairman Troy Duncan opened the hearing and requested Assistant Public Works Director Debra Bloom to provide a <br />summary of the project report dated March 6, 2002. <br /> <br />Deb Bloom explained the County construction history of County Road C. She thanked the Task Force members who <br />participated in the process. <br /> <br />In anticipation of the County's reconstruction project, the City Council authorized the preparation of a master plan for <br />County Road C from 1-35W to Rice Street to investigate upgrades to the urban design and streetscape. At the October 23, <br />2000 meeting, the City Council selected Dahlgren Shardlow and Uban, Inc. to work with a citizen task force to prepare this <br />master plan. At the January 17, 2001 meeting the Council appointed the Task Force members shown on the attached list. <br /> <br />Jeff Marten presented the County Road Streetscape Framework manual. <br /> <br />Member Mulder asked for details of design in the west District and center median with trees. Deb Bloom explained the <br />County design for medians to separate traffic and provide a safer turn lane. Access management assists in the safety, <br />higher capacity, and reduced mid-block turning points. The focus is on volume of traffic and movement and the left turn <br />signals that have larger turn capacities. <br /> <br />Member Olson asked if the right-of-way is adequate? (There may be more right-of-way needed along the north side; the <br />County is completing its work on this now). <br /> <br />Member Cunningham asked for details of landscaping; what is maintenance and who will be responsible? Maintenance is <br />a City responsibility. <br /> <br />Member Mulder asked if a Business District has been formed (No). <br /> <br />Member Traynor commended the Task Force, staff and consultants. He provided written comments. County Road "c" as <br />a "main street" will be difficult to sell, but it will be an immensely improved, well-maintained corridor. <br /> <br />Member Olson asked for details of brick and concrete surfaces. Jeff Martin explained the use of colored concrete <br />patterns. <br /> <br />There were no further comments. The hearing was closed. <br /> <br />Member Duncan asked if more time was needed. <br /> <br />Member Olson asked for County Highway engineers to be present. Member Wilke asked for clarification on streetscape <br />vs. road design. <br /> <br />Deb Bloom explained County road Design processes, noting that they are in a preliminary phase at this time. Member <br />Mulder noted that this is a conceptual framework that will be used in the future to evaluate projects as they are presented. <br /> <br />Deb Bloom will return with more information (with County Engineers) on the right-of-way design process. <br /> <br />Tim Higgins asked if Williams Pipeline condition and deterioration has been considered. Dennis Welsch explained the <br />Pipeline Task Force of 1994 - 1996 and responsibility for implementation by the Fire Department. <br /> <br />Member Wilke noted that utility companies and pipeline companies become part of the process for redesign. <br /> <br />Chair Duncan closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Olson, to recommend approval of the City's request to amend the <br />text of the Roseville Comprehensive Plan, Section 5, Transportation, to include the County Road C Streetscape <br />Framework Manual. <br />
