<br />Motion: Member Mulder moved, seconded by Member Duncan, to reconsider and reopen the Patrick Chierello <br />application for a conditional use permit and variance, 2415 Dale Street. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />Member Mulder asked if a second accessory structure would be constructed. <br /> <br />Member Duncan asked if a condition could prohibit a second structure (yes). <br /> <br />Member Mulder noted that the variance, allowing 896 sq.ft. with only one building is the basis of the project. <br /> <br />Dennis Jarat, from Sussell, explained the applicant would agree to one building. <br /> <br />The City Planner indicated he had received a number of calls from adjacent neighbors regarding items in the yard and <br />explained there can be no home occupation operated from the garage. <br /> <br />Member Duncan stated that others opposed to the project had left the meeting prior to this discussion. <br /> <br />Member Traynor noted this was a fairness issue. <br /> <br />Motion: Member Traynor moved, seconded by member Duncan, to continue the application of Patrick Chierello for a <br />conditional use permit and variance to the Planning Commission meeting of April 3, 2002, indicating the application was <br />incomplete and make provision for more time for neighbors and the applicant to present further information. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />d. Planning File 3224: A request by Accessible Space Inc and VSI Construction for a Comprehensive Plan Amendment <br />to change the land use designation of property located in the southeast corner of Lexington and Roselawn Avenue from <br />Business (B) and Low Density Residential (LR) to Business (B) and High Density Residential (HR) to be consistent with <br />the redevelopment proposal for the property. <br /> <br />Chairman Troy Duncan opened the haring and requested City Planner Thomas Paschke to provide a summary of the <br />project report dated March 6, 2002. <br /> <br />The City Planner explained that the City of Roseville has requested approval of a Comprehensive Land Use Plan <br />Amendment toe "HR" (High Density Residence) for the 37,000 square foot area known as the Accessible Space <br />Handicapped Housing site. The site is currently designated partially for "LD" Low Density Residential and partially for "B" <br />Business uses. A Planned Unit Development with an underlying "R-3" Multi-Family Residential District is proposed on the <br />site. <br /> <br />The City Planner stated the City Council and Commission have previously approved concepts for the project. Changing <br />the Comprehensive Plan on this parcel completes the change in use for the site. All lots have businesses, changing the <br />future land use to business on the west lot, with high density on the east lot. <br /> <br />Member Duncan explained that with this approval the Comprehensive Plan and the Planned Unit Development would be <br />in alignment, to be sent for final approval in late March or early April. <br /> <br />No public comment. Chair Duncan closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Duncan to recommend approval of the Accessible Space <br />amendment to the City's Comprehensive Plan as consistent with the goals and polices of the Plan, changing the map <br />designation for the site from "LD" Low Density Residential and "B" Business uses to "HD" High Density Residential land <br />uses. <br /> <br />Ayes: 6 <br />
