<br />Dennis Welsch and Joel Jamnik explained the Code some of the obsolete sections and legal requirements. Mr. Jamnik <br />cited parking requirements as one section that needs updating. Charts will be used to reduce text searches. Dimensions <br />and definitions will be updated. Mr. Jamnik noted that this would be a longer-term project, making changes incrementally. <br /> <br />Member Mulder asked if model information from the League would be used (Yes). Should cemeteries have a specific <br />district? (These will be separate revision issues). Will the hearing process be made clear noting that the Planning <br />Commission actually holds the legal hearing. (Yes, and dovetailed with Chapter 108). Changes in terminology in PUD, <br />Subdivision, Zoning will be clarified and streamlined. <br /> <br />Chair Duncan asked if there are codes that are just not followed up on such as cars parked in lawn areas. (Some cases <br />are complaint driven). <br /> <br />Member Traynor asked if one goal is to make the code more consistent with nearby neighbors. (There currently is so little <br />conformity because each regulation is community land use based (Codes such as Minnetonka's use graphics, other <br />codes use chart systems). <br /> <br />Member Mulder asked if new applications and instruction forms would be used. (Yes, City Planner Paschke is about 75% <br />finished with this project.) <br /> <br />Member Wilke asked if the newsletter could publish more about code compliance. <br /> <br />Member Duncan asked for details of two-story homes and a maximum height of 30 feet. How does one measure the <br />height; stories, feet, or roof mid-point? (City Attorney will add this to review). <br /> <br />Member Mulder suggested that building codes (Codes Coordinator) be reviewed by the Commission for consistency with <br />the land use code. <br /> <br />A general discussion ensued. <br /> <br />Mr. Jamnik provided background on the State enabling legislation that allows cities to create zoning and land use <br />regulations. The framework is established by State legislation. <br /> <br />Member Olson asked if additional meetings might be necessary (Yes, in a work session format). <br /> <br />Member Duncan asked if individuals of subcommittees could study portions of the code. The consensus was to hold study <br />meetings for all to attend. <br /> <br />10. Presentations <br /> <br />a. Ramsey County Road System and Design (Dan Soler, Ramsey County Engineer) <br /> <br />Deb Bloom and Don Soler, Ramsey County Traffic Engineer, discussed Phase I of County Road C design and other <br />issues. Dan explained the City and Country traffic planning for Phase I County Road C reconstruction for 2003 from <br />Snelling Avenue, West to Long Lake Road, by creating a new four-lane road with improvements. <br /> <br />A general discussion ensued. <br /> <br />11.
