Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:35 p.m. in <br />the City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Duncan, Mulder, Traynor, Bakeman, Peper, Ipsen <br /> <br />Absent: <br /> <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br /> <br />Council present: Mayor John Kysylyczyn <br /> <br />Member Traynor was sworn in by Mayor Kysylyczyn. <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Chair Duncan, to approve the minutes of the June 5, 2002 meeting of the <br />Planning Commission, with the following correction: page 13, line 9, Beslu.f18R Bakeman <br /> <br />Ayes: 4, Duncan, Peper, Mulder, Bakeman <br />Nays: 0 <br />Abstain: 2, Ipsen, Traynor <br /> <br />Motion carried. <br /> <br />4. Communications from the Public: None. <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) None. <br />6. Hearings <br />a. Planning File 3408: Request by John Huppertz for a Variance to exceed the 30% lot coverage requirement <br />of Section 1004.01 A6 (Maximum Total Surface Area) of the Roseville City Code, for property located at 2465 <br />Churchill Street. <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated July 10, 2002. <br /> <br />John & Julie Huppertz have submitted an application for a 10% variance to Section 1004.01 A6 (Maximum Total Surface <br />Area) to allow major home improvements (garage relocation, family room addition, front entry addition, pool in rear yard) <br />to their home at 2465 Churchill Street. <br /> <br />The Huppertz home is a 1955 rambler situated on a 10,694 square foot lot. The home has a footprint of 1,232 square feet <br />(44 feet by 28 feet) and the Huppertz also have a detached two stall garage (in rear yard) 480 square feet in size (24 feet <br />by 20 feet) that lies 71 feet from Churchill Street. Given these current site conditions the Huppertz lot has a current <br />impervious coverage of 30%. <br /> <br />The Setback Permit approvals granted by the DRC and Community Development Director are premised on the approval <br />of a variance to exceed the lot coverage requirement. Specifically, home improvements include the removal of the existing <br />detached garage and construction of an attached garage closer to Churchill Street; the addition of a mud room and <br />
