<br />bathroom into a portion of the garage addition area; a 32 foot by 27 foot family room and kitchen remodel/addition; new <br />sidewalk to the front entry porch; and an in-ground pool in the rear yard. <br /> <br />The proposed home improvements (less pool) create a total impervious coverage of 3,881 square feet or 36%. The <br />proposed pool creates an additional impervious coverage of 448 square feet of a total impervious coverage for the parcel <br />of 4,329 square feet or 40%. <br /> <br />Staff explained the requirements of granting a variance and recommended approval with three conditions: <br />1. All building and site improvements shall not exceed 4,329 square feet of impervious surface; <br />2. The review and approval of a building permit obtained consistent with the approved plans and variance; <br />3. The installation of roof gutters to properly direct roof drainage away from the adjacent properties. <br /> <br />Member Traynor asked for neighborhood comments. Thomas Paschke said all correspondence was positive. In the <br />setback permit process the adjoining neighbor expressed concern but did not appeal. <br /> <br />Mr. and Mrs. Huppertz had no further comment. <br /> <br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Duncan, to recommend approval of a 10% variance to <br />Section 1 004.01A6 of the Roseville City Code for John and Julie Huppertz, to certain home and site <br />improvements at 2465 Churchill Street, based on the findings in Section 5 and conditions of Section 6 of the <br />project report dated July 10, 2002. <br /> <br />Vote on motion: <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br />b. Planning File 3412: Request by Wally McCarthy's Auto Group in cooperation with the Salvation Army for an <br />Interim Use Permit to allow off-site storage of vehicles on the western portion of the parking lot of the <br />Salvation Army's property at 2445 Prior Avenue. <br /> <br />Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated July 10, 2002. <br /> <br />Previous to this application, Wally McCarthy had entered into a lease agreement with the Salvation Army to lease the <br />western portion of the parking lot with access onto County Road B-2 to store vehicle inventory (104). However, the City <br />determined that this use was in violation of the City Code and asked Wally McCarthy Auto Group to cease and desist or <br />apply and receive an interim use permit. <br /> <br />The Salvation Army has indicated a willingness to allow the storage of vehicles on the western most lot, but with a <br />limitation of June 10, 2003, to correspond with the expatriation date of their lease with Wally McCarthy Auto Group. <br /> <br />The current/proposed parking of vehicles on the western most lot has resulted in lost parking spaces; however, the use of <br />the property as temporary vehicle inventory storage will have no impact on parking needs of the Salvation Army and/or <br />their tenant. <br /> <br />Staff recommended approval with four conditions: <br />1. The Interim Use Permit has an expiration date of June 10, 2003 and shall become null and void after said date. <br />Failure to remove any vehicle inventory will result in appropriate land use violation action. <br />2. The Interim Use Permit is limited to the use as new vehicle inventory storage not to exceed 104 vehicles. Used <br />vehicle storage is not permitted. <br />3. The western most parking lot must be maintained by Wally McCarthy Auto Group in accordance with the Roseville <br />City Code. <br />4. The Interim Use Permit is subject to any conditions recommended by the Planning Commission and/or approval by <br />the City Council. <br /> <br />Member Mulder asked if the site should be fenced by Code (No). He also asked what enforcement would be taken to <br />enforce the parking of new cars only. (A violation of the City Code). He asked how many months this has existed without a <br />permit. <br />
