<br />There will be two different fronts and two separate stone materials on the town homes. <br /> <br />Doug Thompson, 2196 Fulham Street, said the pond will go behind his house. Will the cul-de-sac allow more or <br />less open space? He has concern with the loop road. Mr. Thompson asked for pathways connecting the <br />neighborhood; expressed concern with roads, lights and traffic. He asked for details on the depth of the pond. Deb <br />Bloom addressed his concerns. <br /> <br />Gordy Howe explained cul-de-sacs versus streets. Street lights are liked by the new resident in the development. <br />The carriage lights are decorative. A walkway could be installed connecting the neighborhood to the site. The pond <br />is designed for 8 feet of storage depth; cul-de-sacs limit the pond size. <br /> <br />Jim Seacrest, 2233 W. County Road B, asked if impervious coverage requirements will be met. Deb Bloom <br />explained site storm water quality and quantity on this site. The amount of water leaving the site will be the same <br />as pre-development. Thomas Paschke explained the types of landscaping and the need to work with neighbors. <br />This planning process takes place between the concept and final plan. Mr. Howe noted the pavement is 34% of the <br />site with cul-de-sac; 31 % with loop roads. <br /> <br />Ms. Coons asked if rezoning goes beyond the project area; would other lots change zoning. (No, only the project <br />area will change). Ms. Coons said water is already being diverted to her site. She invited the Planning Commission <br />to visit the site. <br /> <br />Deb Bloom explained the drainage concept of connecting the current water into a pipe and sending it to the city <br />collection system. <br /> <br />Member Ipsen left the meeting. <br /> <br />Don Meyer, 2138 Fairway Lane, asked for clarification of the diameter tree replacement plan. Member Mulder <br />asked neighbors to work with the city and developers on an "inch-for-inch" tree replacement. <br /> <br />Don Meyer, 2138 Fairview, said County Road B will be rebuilt in two years. How long will this project take to <br />complete? (If development starts late fall, within 1-% years it will be done). Thomas Paschke explained the site <br />work has to be done and road installed before permits are issued for housing. <br /> <br />Member Peper asked for construction hours? Gordy Howe said 7:00 a.m. to 6:00 p.m. is normal weekdays; 7:00 <br />a.m. to early afternoon on Saturdays and no work on Sundays. Thomas Paschke said restrictions can be placed in <br />the PUD. <br /> <br />Wendy Wendt, 2223 County Road B, asked who will pay for pavement repair on County Road B (Developer). <br />County Road B may be totally reconstructed in the future. Deb Bloom stated County Road B needs to be rebuilt; <br />construction trucks will not harm the existing road. Assessments are made to the project. Wendy Wendt asked how <br />this project will attract empty nesters. Gordy Howe explained his past development history. <br /> <br />Thomas Paschke explained the traffic is 2,500 ADT; the 2020 estimated count is 4,950. This development would <br />generate no more than 250 trips per day. <br /> <br />Larraine Striper, 2256 W. Laurie Road, stated that she has a hill along the south side of her lot which could be <br />graded to increase her privacy by better grading or screening. <br /> <br />A resident asked if other projects could be explained in acres and units. He asked about the west boundary tree <br />preservation in relation to the drainage. Is there public review and comment on the PUD document? Member <br />Mulder encouraged working with Thomas Paschke and Gordy Howe as soon as possible. Thomas Paschke <br />explained processes for neighborhood landscaping improvement. Derreck Passe explained pipes will be moved <br />east to preserve as many property line trees as possible. Crestwood was a five-acre development, with ten units on <br />3.8 acres. <br /> <br />Carla Japs, 2215 W. Cty. Rd. B, asked why the city stopped caring for the existing neighbors. Twenty-four units <br />and 24 families are too much. Member Mulder stated the Planning Commission goal is to make the best <br />development possible. <br /> <br />Nancy Nelson, 2151 Fulham Street, asked if single family homes were developed here would they have to get a <br />Rice Creek Watershed Permit (yes). Member Mulder asked if with the PUD the City has control over drainage <br />(yes). Ms. Nelson asked if the Home Association is responsible for clean out of the pond. (Yes) There is a pond on <br />Fulham that has problems; Deb Bloom will investigate. <br />
