<br />Member Traynor asked if a neighborhood meeting was held (yes, July 9th). Why does staff prefer loop road? <br />(maintenance, connection of neighborhood, less impervious pavement than cul-de-sac, more room for ponding and <br />open space) <br /> <br />Thomas Paschke noted the base zoning is proposed R-2. If R-1 zoned, 15-19 lots could be created. In a PUD <br />proposal, the City has more design control. Twelve structures would be included instead of 15-19 single family <br />homes. <br /> <br />Member Peper asked if the trees in the center of the site must be removed and replaced (yes). Peripheral trees will <br />be preserved. <br /> <br />Member Peper asked if, in the southeast corner, the trees would be retained (yes). <br /> <br />Member Mulder asked if the pond would be fenced. (No, the City does not require fence). There will be at least four <br />feet of depth in the pond. Pond fencing is not encouraged because of safety and liability reasons. <br /> <br />Member Mulder asked what could be done without a PUD. Thomas Paschke explained that up to 4.0 units per acre <br />could be built. In the R-1 zone, 85'x11 0' lots would allow for 15-19 single family homes. There is no requirement for <br />mass of structures except for impervious surface of 30%. <br /> <br />Member Mulder asked if in a PUD owners/developers are constrained from making changes (yes, by a Planned <br />Unit Development Agreement) without additional hearings and approvals. There also will be a Homeowners' <br />Association in which the by-laws are generally strict. <br /> <br />Gordy Howe and Gary Peters of Masterpiece Homes explained that at the July 9th neighborhood meeting drainage <br />was a major concern. A culvert runs north along the west property line from County Road "B" to the northwest. Mr. <br />Howe explained the drainage plan and catch basins. The builders will have a 35-foot setback from the east and <br />west sides and a 40-foot from the north side. <br /> <br />Mr. Derrick Passe, Engineer, explained the drainage from the golf course, creating erosion within the ditch along <br />the west side and put into pipes to drain to the pond and storm sewer. An overflow swale is also proposed. Rock <br />covered drainage basins will be installed along the east side. <br /> <br />Member Bakeman asked if the golf course water will go into the pipe and storm line while the site drainage will go <br />into the pond.(Yes). <br /> <br />Gordy Howe explained the building design and staggering of units. Elevation of the units was explained. There will <br />be Excel lantern-type street lights. <br /> <br />Member Mulder asked the elevation (height) from foundation to top of roof (23 feet). There would be a 29 foot <br />setback between buildings. The units will cost between $500,000 - $600,000. The units will have 1,856 square feet <br />on the first floor. Traffic from single family units (19) would be higher than from townhomes for empty nesters. As <br />trees are taken down, they will be replaced inch-for-inch. <br /> <br />Member Traynor asked how current residents will be impacted with these drainage plans. Mr. Passe explained that <br />the new development will address all current drainage problems. Flow from the site will be underground. <br /> <br />Gretchen Coons, 2292 W. Laurie Rd., expressed concern about height of property running by the site from the <br />south. No drainage has been proposed on this end of development. The houses will look into the lower houses on <br />Laurie Road. Water from Hebert property has now washed out path on Coons property. Will there be drinking water <br />pressure issues? Can these homes have more design diversity? <br /> <br />Mr. Passe and Mr. Howe explained drainage and elevation. The trees will be retained along the entire northwest <br />corner. Drainage will be reduced in north area; storm sewers can also be extended. A swale could be constructed <br />to allow drainage to run to the pond. The storm sewer pipe to the west should improve drainage. <br /> <br />Member Mulder asked for details on water pressures. Deb Bloom noted a final review with a looped design will be <br />required. <br /> <br />Member Mulder asked if privacy plantings will be placed on east and west, preserved along north property line and <br />trees planted on the north side. <br />
