<br />provided clarification and direction for interpretation of the Code on January 24, 2000. The majority of exiting <br />shopping centers, because of the new interpretation, are now not in conformance with the City Code. The Council <br />suggested that the broader issue of lot coverage in shopping center districts would be discussed at a future date. <br />Terminology that needs to be updated. It is critical to the understanding of the existence, continuance and <br />expansion of these centers and include: Lot Area and Coverage, Building and Building Coverage, and Floor Area <br />Ratio (FAR). Some methods that could be used to correct inconsistencies include variances to each building; <br />rezoning to a less restrictive zoning district; rezoning each shopping center to a Planned Unit Development specific <br />to the site; changing (increasing) the text of the City Code for building coverage, floor area coverage, and height. <br /> <br />Member Mulder suggested use of a Planned Unit development for each Shopping Center. <br /> <br />Chairman Duncan suggested a more definitive mathematical formula for FAR, creating a ratio of FAR to building <br />coverage ratio. <br /> <br />Member Traynor suggested creating amended "SC" district requirements similar to the new "B-6" district <br />requirements <br /> <br />A general discussion ensured. <br /> <br />Staff will prepare alternative methods of updating the code at the October or November Planning Commission <br />meeting. <br /> <br />c. Upcoming Interim Use Permit Reviews <br /> <br />Community Development Director Dennis Welsch explained that two Interim Use Permits (State Fair Parking and <br />Shorn/Agness Offices) will be reviewed and reported to the Planning Commission at the October meeting. Notice <br />will be given, inviting the public to make comment. <br /> <br />d. Planning Commission Training Session <br /> <br />The Planning Commission was invited to attend a seminar on Planning and Growth in the First Ring Suburbs to be <br />held at the City of Richfield City Hall, September 9, 2002, 7:00pm. A van pool will be arranged. <br /> <br />e. Set date Zoning Study Meeting <br /> <br />Planning Commission members will check schedules for a Parliamentary Procedure and Planning Study Meeting <br />and for Zoning Study Meeting. <br /> <br />8.
