<br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Bakeman, to recommend approval of an 800 square <br />foot (5%) variance to Section 1004.01A6 of the Roseville City Code for Susan McCloskey, to allow a <br />driveway connection at 2525 County Road C2, based on the findings in Section 5 and conditions of Section <br />6 of the project report dated September 4, 2002. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />This will be considered by the City Council at the September 23, 2002 meeting. <br /> <br />7. Information, Reports & Other Business <br /> <br />a. Planning File 3421: Sketch Plan review for the proposed first phase redevelopment of the Hamline <br />Shopping Center by Presbyterian Homes. <br /> <br />Thomas Paschke explained the three steps of a Planned Unit Development. This is the first step - a Sketch Plan. <br /> <br />Bob Van Slyke, Senior Housing Partners (Presbyterian Homes) and John Gould, Architect, explained the proposal <br />to construct 82 housing units (independent seniors) and 13,000 s.t. of retail. The building will have underground <br />parking (85 spaces). The Presbyterian Homes corporate offices adjoin the site. <br /> <br />John Gould described a site plan and a set of building sketch elevations trying to enhance the fabric-context of the <br />neighborhood. The building sits near Hamline and Terrace. The building is set back from curb lines approximately <br />75 feet from Hamline Avenue. Sixty-six parking spaces would be placed along Hamline in a one-way drive (north to <br />south; five stories on Hamline, four stories on Terrace. Rice Creek Watershed regulations require ponding, which <br />will be built into the site as an amenity. The roof will be pitched; exteriors will be brick, block, wood, hardy plank in <br />warm earth tones. Community one-story spaces for residents will be located in the south and north ends. <br /> <br />Member Mulder supported the sketch and encouraged strong vertical line so that the building does not look like <br />one huge building. He suggested a more prominent central connection. Thomas Paschke explained the traffic <br />movements. A clock tower or other monument at the corner would be helpful. <br /> <br />Member Bakeman said she has problems with the mass of the building so close to the building; suggested setback <br />of this building as far as Hamline House on the ease side of Hamline. <br /> <br />Member Peper asked for design details of one-way parking lot. Could this be widened or have two-way drive lane? <br /> <br />The building is set back 75 feet from the curb, whereas, the office building is set back 40 feet. Retail access will be <br />available on both the east and west side of the building. Thomas Paschke explained the reduced impervious <br />surface in parking areas. The uses should be restricted to neighborhood friendly small retailers. <br /> <br />Member Bakeman said the mass is difficult by the height and a major impact on the street. One-way drives should <br />be signed properly. Could the surface be a newer surface which has some porous surfaces? Street setback and <br />height are issues near single family areas. <br /> <br />Member Traynor said he was supportive, but concerned with setbacks. Try to create pedestrian friendly, closer to <br />street, even if some inconsistency occurs. Create green space. Building is a bit high for area (four stories is better <br />in this neighborhood). Trees and screening along Hamline are important; concerns with one-way parking. Overall <br />this is a great concept, heading in the right direction. <br /> <br />Member Ipsen asked how far from the street Hamline House is (approximately 50 feet). He also asked how much <br />retail is on Terrace Drive (none). <br /> <br />Chair Duncan requested they come back with current vs. proposed statistics and concepts and designs to break up <br />the mass. <br /> <br />Bob Van Slyke advised they will try to be at the October 2nd Planning Commission meeting. <br /> <br />b. Planning File 3192: Building Coverage of a Lot <br /> <br />Community Development Director Dennis Welsch explained that staff has been working to resolve issues in the <br />City Code (1959) that arose when the City Council reviewed shopping center building expansions in the past. <br />Regarding lot coverage at the Roseville and Har-Mar Shopping Centers and other "SC" districts, the Council <br />
