Call to Order <br /> <br />Chairman Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:33 p.m. in the <br />City Council Chambers. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to approve the minutes of the January 8, 2003 <br />meeting of the Planning Commission. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Abstain: 1 (Mulder) <br /> <br />4. Hearings <br />a. Planning File 3421: Continued request by Presbyterian Homes for a General Concept Planned Unit <br />Development, Rezoning and Preliminary Plat to allow the redevelopment of Hamline Shopping Center into <br />a four-story mixed use (housing above retail) facility with surface and underground parking and a <br />maximum of 92 senior housing units. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated February 5, 2003. <br /> <br />Thomas Paschke explained that Presbyterian Homes (developer) has applied for a 7.5+ acre mixed-use General <br />Concept Planned Unit Development to redevelop the Hamline Shopping Center and office building. He described <br />the existing shopping center and office building. A proposal named "Summerhouse of Roseville" would create a 4- <br />story, 92-unit senior rental apartment complex with up to 13,985 square feet of neighborhood retail or office use, <br />surface and underground parking, and other site improvements. The property, two existing parcels, would be re- <br />platted into three lots, one for future development and rezoned from SC, Shopping Center District to Planned Unit <br />Development with an underlying zoning of B-1, Limited Business and R-7 Apartment District. <br />
