Call to Order <br /> <br />Chairman Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in the <br />City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Duncan, Ipsen, Traynor, Bakeman, Mulder, Stone <br />Absent: Peper <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to approve the minutes of the February 5, 2003 <br />meeting of the Planning Commission. <br />Ayes: 6 <br />Nays: 0 <br />Abstain: 1 <br /> <br />4. Communications from the Public <br /> <br />John Goedeke, Vice President, Kiwanis Golden K, invited the Planning Commission to a meeting on March 11th, 2:30- <br />3:30 p.m., at the Skating Center, regarding Roseville's first City Planner, Howard Dahlgren. <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br />a. Planning File 3457: Request by United Properties for a GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT, REZONING and PRELIMINARY PLAT to allow the redevelopment offormer Ralph Reader <br />School site into a mixed residential development consisting of 7 small lot single family homes, 18 row <br />house town homes, and a 90 unit 3 and 4 story senior cooperative in phase 1, and 18 to 36 additional <br />housing units in phase 2. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated March 5, 2003. <br /> <br />Member Stone recused herself from the discussion. <br /> <br />Thomas Paschke explained that United Properties (the developer) has applied for a 13.7 acre mixed residential <br />General Concept Planned Unit Development to redevelop the former Ralph Reeder school site. The proposal <br />named "Applewood Pointe" would include the extension of Arona Street and Terrace Drive, a 2+ acre <br />neighborhood park and pond overlook,S single family homes, 2 habitat for humanity homes, 18 town homes <br />
