<br />designed as 3 separate "row house" styled structures, a 3 and 4 story, 96 unit senior corporative, and a second <br />phase of either 18 town homes or a 3 story, 30 unit condominium. The property, one large parcel, would be <br />subdivided accordingly and be rezoned from its current designation of R-1 , Single Family Residence to Planned <br />Unit Development with an underlying zoning of R-1 , Single Family Residence, R-3, General Residence District, and <br />R- 6, Townhouse District. <br /> <br />Mr. Paschke reviewed the site history, the actions that had taken place to lead to the proposal before the Planning <br />Commission including review of the plan by the Development Review Committee and residents of the area. He <br />discussed demographics of the City, the need for senior housing sites as well as proposed changes to the public <br />infrastructure in the area with inclusion of a park site. <br /> <br />He explained the new road and park systems as well as the extension to Terrace Drive. <br /> <br />Thomas Paschke explained the three and four story wings of the 96 unit cooperative and the green areas and trails <br />along the east side. The theme is intergenerational housing, consistent with the Arona Hamline Neighborhood <br />Master Plan. There will be seven single family homes with unique setbacks for smaller homes on smaller lots. <br /> <br />Mr. Paschke explained the west side proposed townhomes, 2 stories with decks and front porches. <br /> <br />The senior cooperative (96 units) will be three to four stories and have underground parking with one-way drive- <br />through parking. <br /> <br />Thomas Paschke explained the Phase II option including either townhomes or a condominium. He detailed the <br />parking requirements and proposed parking. Senior parking of 1.5 spaces per unit is adequate for the type of use. <br />The traffic pattern can be expected to increase based on reports from the City's consulting engineers. <br /> <br />Chair Duncan asked for pond improvement details. Thomas Paschke stated the pond will be expanded and <br />improved aesthetically. The open space to the north is to be a City park. <br /> <br />Site lighting will be created, using Excel decorative street lighting. The staff will work with the developer for details. <br />The HVAC mechanical plan illustrates wall or ground mounted units that will be screened from view. <br /> <br />Member Mulder asked for next steps; there would be Council consideration and approval of the Concept on March <br />31, then it would be forwarded to the HRA and Park Commission, and, then to Council for final approval. <br /> <br />Member Traynor asked if the landscape plan was included in the packet and became a part of the Concept. (yes) <br /> <br />Member Bakeman asked for clarification on the private street between the single family and the senior coop. <br />Thomas Paschke explained the decision to support private streets for this small area including width, length, and <br />garbage pickup and plowing through a private association. Five vehicles will have access. Member Bakeman <br />asked who will maintain the park. The City will maintain the park as well as the pathways. The courtyard will be <br />maintained by a homeowners association. Member Bakeman asked for details of the pathway extending into the <br />adjoining properties and the Snelling Frontage Road. <br /> <br />Brian Carey, United Properties, explained revisions to the site plan including reconfiguration of the three to four <br />story building to create more green space. The planning process has been integrated with the neighborhood, parks <br />and planning staff. The neighbors asked Mr. Carey to: 1) have clear park signage with ornamental fencing, 2) <br />placement of a porta-pottie and a screen surround, and, 3) City's commitment to extend Terrace Drive and to direct <br />construction traffic to Terrace Drive as soon as possible. <br /> <br />Mr. Carey pointed out unique features. The project is a coalition of ten churches who are marketing the project to <br />Roseville residents. There are 80 reservations - the vast majority from Roseville. United Properties is also working <br />with the greater Metro Housing Corporation to turn senior existing ramblers into housing for younger families. <br /> <br />Member Bakeman asked for trail connection from Terrace to the east side. Mr. Carey said the Park staff is working <br />on rerouting the trails to less steep areas. <br /> <br />Member Traynor asked for clarification of the detail on the concept. <br /> <br />Mike Schneider, 1490 Centennial, thanked the developer, Planning Commission, City Council and staff for this <br />project. It is a good project. He asked what has been approved in Phase II - what is approved (18 townhomes or <br />30 condo units). Thomas Paschke explained the details of review for these units. Mr. Schneider asked that Terrace <br />Drive be the construction road for the new development. <br /> <br />S. D. Forrester, 1482 Centennial, asked for details regarding a basketball court. Mr. Carey said he will work with <br />neighbors and Park staff regarding design of the park basketball court. Mr. Forrester asked what the maximum <br />height might be. <br />
