Member Mulder asked if the <br />porch could be moved north and set in the courtyard. The applicant stated that such alignment defeats the affect of <br />the architectural design and reduces the hallways. Member Mulder noted that there may be other alternatives. <br /> <br />There were no further public comments; Chair Duncan closed the hearing. <br /> <br />Motion: Member Bakeman moved, second by Member Ipsen, to recommend approval of a 1,780 square foot <br />(12%) variance to Section 1004.01A6 (impervious coverage) and a 9 foot variance to Section 1004.02D5 <br />(front yard setback) of the Roseville City Code for Daniel Boerigter, to allow construction of living area, a <br />front porch, covered deck and sidewalk his home and parcel at 2080 Farrington Avenue, based on the <br />findings in Section 5 and conditions of Section 6 of the project report dated March 5, 2003. <br /> <br />Member Bakeman pointed out that the applicant will not be allowed another accessory building. Member Mulder <br />said he was concerned there is a reasonable design alternative and there is no hardship. <br /> <br />Ayes: 5 <br />Nays: 1 (Mulder) <br />Motion carried. <br /> <br />d. Planning File 3455: Request by Tesoro and Kaneb Pipeline Operating Partnership L.P. for a PRELIMINARY <br />PLA T to allow the division of land at 2280 County Road C allowing the separation of existing uses <br />necessitated by recent business acquisition. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated March 5, 2003. <br /> <br />Mr. Paschke advised the Commission that Tesoro & Kaneb Pipeline Operating Partnership was seeking approval <br />of a preliminary plat which divides a 10.59 acre parcel of land into two lots. Lot 1 is 7.99 acres and owned by <br />Kaneb Pipeline Operating partnership and Lot 2 is 2.60 acres and owned by Tesoro. <br /> <br />The staff recommends approval of the preliminary plat by Tesoro and Kaneb Pipeline Operating Partnership, <br />subject to the following conditions: <br /> <br />a. Provision of all necessary utility easements. <br /> <br />b. Review and approval of the preliminary plat by Ramsey County (access and right-of-way needs). <br /> <br />c. Meeting any and all requirements of the Rice Creek Watershed. <br /> <br />d. Park dedication to be reviewed by the Park and Recreation Commission. <br /> <br />Chair Duncan expressed concern with the park dedication and ordinance the applicant stated the presentation was <br />accurate. <br /> <br />Chair Duncan closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Traynor, to recommend approval of the request by <br />Tesoro & Kaneb Pipeline Operating Partnership for a preliminary plat of property located at 2288 County <br />Road C, subject to the conditions outlined in Section 6 of the project report dated March 5, 2003. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />7. Information, Reports & Other Business (Verbal Reports): <br />a. Continued Discussion of Vista 2000. <br /> <br />Member Traynor noted that Vista 2000 has value for the Commission.
