Woodbridge traffic cannot be stopped from entering from <br />County Road C. <br /> <br />Pat Winkler, 2657 Woodbridge, said cars and school buses create fast conditions, with children in the area. <br />Woodbridge needs speed limits. What will happen with late night parking lot parties? There are activities all <br />summer long with parking along Woodbridge. "No parking or drinking" signs should be posted. <br /> <br />Member Mulder noted that the church play area is not a public park, but rather private property that the <br />church/school allows residents and others to use. <br /> <br />Member Peper asked if a school zone can be posted to 20 mph (yes). Deb Bloom will investigate 30 mph speed <br />and signage. <br /> <br />Richard French, 2728 Marion, said traffic on Sunday is busy and fast. He expressed concern with speed of high <br />school drivers on long, straight streets. Walgreen's access is difficult to use; a similar situation could occur at the <br />school. <br /> <br />Chair Duncan asked about speed bumps. Deb bloom noted that speed bumps are noise, plowing, and emergency <br />hazards. <br /> <br />Frank Holdreth, 2733 Woodbridge, said the apartments have no access on Woodbridge. The Church is continuing <br />to grow. The site is too small and should be located in Arden Hills. High school drivers will speed. More stop signs <br />on Woodbridge are needed. The site is too small. <br /> <br />Kim Savitch, 2679 Woodbridge, expressed concern with lights and noise on the soccer field - big lots more <br />lights/noise in bedroom and living room. How will soccer and ball field work together; also concerned with traffic <br />and parkway. <br /> <br />Member Mulder asked if lighting the fields has actually been proposed. <br /> <br />Andrea Robbins. 2673 Woodbridge, said she was concerned that the City Parks Department will light and rent out <br />the fields for public soccer fields. Why is there need for lights? <br /> <br />Member Peper asked if maple shade trees could be extended along the Woodbridge edge of the site (yes). <br />Thomas Paschke explained that boulevard trees are required and could be part of the master plan. <br /> <br />Member Traynor asked why the school is oriented along Rice instead of Woodbridge. (existing school is on Rice <br />Street). Placing school on Woodbridge would be more buffer and parking would be away from Woodbridge; <br />Thomas Paschke said the old and the new school would be integrated. Member Traynor asked for explanation of <br />"drivers" vs "permits". <br /> <br />Chair Duncan asked if there were regulations of play field hours of operation. (Could limit the lighting). Thomas <br />Paschke explained that the zoning shows a school as a permitted use in R-1 zone currently. The Concept Master <br />Plan helps to explore and answer concerns. <br /> <br />Chair Duncan asked, with no PUD, what could the developer do? Thomas Paschke explained the structure and <br />parking are permitted, but setbacks, heights, signage, landscaping and parking are issues that can be regulated. <br /> <br />Member Mulder asked if students would be in the north lot. Could Woodbridge exit be chained or gated on week <br />days to force student entry from Rice Street? This could be a PUD regulation that could reduce impacts on <br />Woodbridge. <br /> <br />Member Stone asked the number of parking spaces in the south parking lot (83). <br /> <br />Richard Jacobsen expressed concern with parking; lot lighting and three-story building lighting could produce <br />additional lights in the neighborhood. <br /> <br />Chair Duncan closed the hearing. <br /> <br />Member Mulder said the plan is relatively good, but he is concerned about chaining the parking lot as well as <br />lighting. <br />
