Planning File 3461: Request by Qwest Wireless in association with Frank's Nursery & Crafts for a <br />CONDITIONAL USE PERMIT to replace an existing parking lot light pole with a 54 foot tall PCS monopole <br />(single pole w/antennas), affiliated equipment area, and light replacement in the northeast corner of the <br />parking lot at1800 South Highway 36 Service Drive. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated April 2, 2003. <br /> <br />Qwest Wireless and Frank's Nursery and Crafts (property owner), 1800 South Highway 36 Service Drive, have <br />requested a conditional use permit to allow the installation of a 54 foot tall monopole (single pole /antenna), <br />replacing an existing parking lot light, in the northeast corner of the Frank's parking lot. The proposal includes re- <br />installing the light on the monopole and installation of support equipment adjacent the monopole. <br /> <br />The proposed location of the monopole and supporting equipment cabinets meet the required setback for <br />accessory structures from a property line. One existing tree will be removed and a lime rock base (16 feet by 12 <br />feet - 192 sq. ft.), complete with landscape edging, will be installed for the supporting equipment. <br /> <br />Staff recommended approval. <br /> <br />Member Peper asked if one tree was being removed (yes, one coniferous tree). The trees do act as a buffer to <br />houses west of the site. <br /> <br />Member Mulder asked the size of the equipment cabinet (smaller than normal equipment buildings). <br /> <br />Member Stone asked who will own the pole. (Frank's) Who owns the tree? (Frank's) <br />Member Mulder asked if a surety bond is required (no). The City should have a bond as part of the Condition Use <br />Permit. Is there another location and/or pole? (no) Can the City require a lattice tower? (Yes, but ugly) <br /> <br />Member Bakeman asked if the pole must be removed would the light pole be replaced. <br /> <br />The Community Development Staff recommended approval of the Qwest Wireless Conditional Use Permit, <br />allowing the installation of a 54 foot tall monopole with one antenna and associated equipment cabinets for the <br />purpose of providing wireless communication services at 1800 South Highway Service Drive with the compliance of <br />the following conditions: <br /> <br />a) The maximum height above grade at the monopole base may be up to 54 feet. Only one antenna cylinder of the <br />size and pole location specified in the application may be installed on the monopole. <br /> <br />b) The equipment cabinets must be erected adjacent to the monopole in the location specified on the plans <br />submitted for CUP consideration and must not exceed 10 feet by 20 feet or 200 square feet in size. All utility wires <br />or lines leading to the monopole from the equipment shelter must be buried. <br /> <br />c) The area surrounding the equipment shelter must be screened with either a fence and/or landscaping. If <br />landscaping is selected, plant material must be installed on the south, west, east sides of monopole/equipment <br />area at a minimum height of five feet (except accent shrubs); 75% of this plant screen must be coniferous. A <br />complete landscape plan must be prepared as part of the building permit application and approved by the City prior <br />to issuance of the building permit. <br /> <br />d) The monopole is to be limited to the single user/applicant (Qwest Wireless). Future antenna additions will require <br />an amendment to the approved CUP. <br /> <br />e) The Frank's Nursery & Crafts site is limited to one communication monopole/antenna/tower. <br />
