<br />f) The monopole must not be lighted; however, the former parking lot light can be re-installed to the necessary <br />height. <br /> <br />g) Electric and phone wires serving the equipment and monopole must be buried. <br /> <br />h) Parking of maintenance vehicles must occur in the off-street parking space directly adjacent to the equipment <br />shelter. <br /> <br />i) The 54 foot tall monopole and supporting equipment must be completely removed from the site by the applicant <br />(Qwest Wireless) if 1.) operations cease. 2.) the equipment is damaged or unsafe as determined by the Roseville <br />Building Official. 3.) the CUP elapses or is determined to be in violation by the Community Development Director. <br />The City may require the applicant (Qwest Wireless) to post a bond to assure timely removal of the monopole and <br />supporting equipment. <br /> <br />j) This conditional use permit shall expire 6 months after approval if a building permit has not been issued. (Section <br />1013.03) <br /> <br />Larry Coleman, Qwest Wireless, explained that the pole with a light will be installed in the corner. The tree would <br />be moved or replaced in a different area. The equipment box is twice the size of a street-side traffic equipment <br />control box. The equipment box is 5 feet tall. <br /> <br />Member Stone asked for clarification of the location of trees. <br /> <br />Member Mulder asked if line of sight is a problem. (no, coverage along Hwy. 36 can be maintained). <br /> <br />Chair Duncan closed the hearing. <br /> <br />Motion: Member Traynor moved, seconded by Member Bakeman, to recommend approval of the request by <br />Qwest Wireless and Frank's Nursery & Crafts for a Conditional Use Permit allowing the installation of a 54 <br />foot tall monopole with one antenna and supportive equipment shelter in the northeast corner of the <br />parking lot at 1800 South Highway 36 Service Drive, based on the information provided in Section 6 and <br />conditions of Section 7 (as outlined above) of the project report dated April 2, 2003. <br /> <br />Member Stone asked if equipment can be placed in the parking lot and screened. <br /> <br />Motion: Member Stone moved, seconded by Member Duncan, to amend the motion require the supportive <br />equipment to be placed in the parking lot (no tree removal or cutting required). <br /> <br />Member Bakeman asked if the equipment could be moved further from the pole or closer to the pole and delete the <br />condition 7.3 of the project report. <br /> <br />Chair Duncan and Member Stone asked if placement, fencing, landscaping and screening could be done in other <br />areas as long as screening was completed. <br /> <br />Amendment Motion: <br />Ayes: 4 <br />Nays: 3 <br />Motion carried. <br /> <br />Main Motion with approved amendment: <br /> <br />Ayes: 6 <br />Nays: 1 <br />Motion carried. <br /> <br />d. Planning File 3462: Request by Gerald Voermans for a VARIANCE to Section1004.01A6 (Maximum Total <br />Surface Area) allow construction of a home addition, new front stoop, and additional sidewalk at 1251 <br />Roma Avenue. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated March 5, 2003. <br /> <br />Gerald Voermans, 1251 Roma Avenue, has submitted an application seeking approval to construct additional <br />bedroom, kitchen, and bathroom space, as well as, site improvements to include stoops, sidewalk and/or patio, <br />which will increase the impervious coverage on the parcel (10,800 sq. ft.) from the allowable amount of 3,240 <br />square feet (30%) to 3,743 square feet (35%). <br />
