(The materials will change and design will step down along the west side and the floor level will be <br />lowered by 4 to 5 feet). <br /> <br />Member Stone asked for clarification on surface water management. Good Samaritan will be responsible to <br />maintain water management structures. <br /> <br />The City staff believes this project is consistent with the direction provided by the Comprehensive Plan which <br />encourages housing diversity and revitalization and recommends approval contingent upon compliance with <br />conditions. <br /> <br />Shirley Broad, 500 County Road B (Villa Park) said the height of the building is of concern. Adjacent to this site is <br />Palisades and other units in the area. She asked if there are more units than average in the area. Dennis Welsch <br />explained that Roseville does have similar clusters of mixed multi-family housing. <br /> <br />Brian Kelley, KMS Management (Palisades), stated that Palisades is supportive of this proposal. He expressed <br />concern about drainage and utility easements along the east property line of the Good Samaritan site. Erosion of <br />this site is a concern. <br /> <br />Deb Bloom explained that a storm water pipe, ten feet below the surface, exists. The building will be lower, a <br />possible retaining wall and joint regrading will be done along this boundary. <br /> <br />Kathleen Johnson, 466 County B, asked if there will be more multi-family along County Road B (nothing on <br />Comprehensive Plan). <br /> <br />Chair Duncan closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Peper, to recommend approval of the preliminary <br />plat for Good Samaritan Society, creating one lot, with easements and right-of-way dedications as required <br />by the Roseville's Public Works Department, Ramsey County, and Capital Regions Watershed. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Bakeman moved, seconded by Member Traynor, to recommend approval of the rezoning <br />request by Good Samaritan Society changing the current zoning of the property from B-1, Limited <br />Business to Planned Unit Development with an underlying zoning of R-3, General Residence District. The <br />rezoning will be the first reading of the zoning change; the final approval of the rezoning will occur at the <br />time final plans and documents are approved by the Roseville City Council. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to recommend approval of the General <br />Concept PUD Plan for a 3 story, 50 unit senior housing complex with underground and surface parking, <br />and associated site improvements, subject to the conditions listed in Section 8 of this project report, and <br />add conditions 8.8 storm water treatment improvements requirements and maintenance and 8.9 work with <br />Palisades on grading, wall work and erosion control and 8.10 work with the City on marketing. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />7. Information, Reports & Other Business (Verbal Reports): <br />a. New Initiatives Suggested by PC Members. <br /> <br />The Planning Commission placed on file the Vista 2000 Report (accomplishments or changes were printed in red). <br /> <br />b. Member Bakeman suggested guest speaker, Howard Dahlgren, could be invited to review why the City planning <br />has been done within the current framework. Staff was directed to set up a one-hour study meeting at a future <br />meeting with a light lunch beginning at 5:30pm. Staff will check on time availability and schedules and report back <br />to the Commission. <br />
