<br />The proposed 8 foot by 36 foot home addition (288 sq. ft.) would be constructed on the rear side of the home to <br />expand the existing bedroom and kitchen, and bathroom, and create a small mud room at the rear entry. The <br />proposal also includes additional sidewalk, paving under the porch (attached to garage) and a new front and rear <br />stoop (246 sq. ft.). <br /> <br />The Community Development staff recommended approval of a 503 square foot (5%) Variance to Section <br />1004.01 A6 of the Roseville City Code for Gerald Voermans to allow the construction of a living area addition to the <br />north side (rear) of the existing home and associated site improvements (sidewalk, patio, stoops) at 1251 Roma <br />Avenue, subject to conditions. <br /> <br />Chair Duncan closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Stone, to recommend approval of the request by <br />Gerald Voermans for a 503 square foot (5%) VARIANCE to Section 1004.01A6 (Maximum Total Surface <br />Area) of the Roseville City Code allowing construction of living area and site improvements at 1251 Roma <br />Avenue, based on the findings in Section 5 and conditions of Section 6 (A through E)of the project report <br />dated April 2, 2003. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />e. Planning File 3460: A request by Good Samaritan Society for a GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT, REZONING & PRELIMINARY PLAT to replace the Whitehouse Nursing Home, 563 County <br />Road B. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated April 2, 2003. <br /> <br />Good Samaritan Society has requested consideration of a planned unit development under the General Concept <br />Plan (Section 1008.1 OC) of the Roseville City Code for a two acre residential redevelopment. The proposal named <br />"Whitehouse Senior Apartments" would create a 3 story, 50 unit senior housing complex with underground parking <br />on the former Whitehouse Nursing Home site. <br /> <br />The proposal seeks approval of a preliminary plat to combine four platted lots and one meets and bounds parcel <br />(totaling 88,880 square feet or 2.1 acres) into one large lot, and approval of the General Concept Plan Planned Unit <br />Development establishing an underlying zoning of R-3, General Residence District. <br /> <br />The new building is proposed (generally) as a rectangle, lying in approximately the same location as the former <br />structure. The building will have a visual presence along County Road B and will have varied setbacks to increase <br />visual interest in the structure. <br /> <br />The structures horizontal setback (from property line) along County Road B is variable beginning on the west at 45 <br />feet, and continuing to the east with 35 feet, 60 feet, 65 feet, and 55 feet. The setback from the east property line is <br />indicated at 15 feet to the structure wall. The setback from the north property line is also variable at 35 feet on the <br />east and continuing west at 45 feet and 50 feet. The structure is generally setback 155 feet from the west property <br />line. <br /> <br />Whitehouse Senior Apartments is proposed as a three story structure with underground parking. The main level is <br />proposed at 22,040 square feet and includes the laundry, kitchen, dining, lounge, and 17 residential units. The <br />second floor is proposed at 19,554 square feet and includes an activity and wellness center, storage, lounge, and <br />16 residential units. The third floor is proposed at 18,855 square feet and includes a barber/beauty shop and 17 <br />residential units. All floors include an office, housekeeping, and recycling areas. <br /> <br />Thomas Paschke explained the proposed parking, proof of parking and that the parking needs for seniors are <br />reduced. <br /> <br />As proposed, the senior apartments will including: 1 accessible unit at 706 square feet; 18 one bedroom units at <br />706 square feet; 9 two bedroom units at 954 square feet; 6 two bedroom units at 968 square feet; and 16 two <br />bedroom units at 994 square feet. <br /> <br />Member Bakeman asked why the park dedication would be required - (not record of previous dedication and a <br />subdivision plat requires Park Commission review). Member Stone asked for clarification regarding park dedication. <br /> <br />Member Traynor asked if staff will work with owners and renters regarding marketing to Roseville residents.(Yes) <br /> <br />Member Mulder asked if the roof line (dormers) could be enhanced or enlarged to break up the roof line to create <br />
