<br />Bernard & Kathy Laur have submitted a proposal to construct a 225 square foot three season porch on to the <br />southeast corner of their home. The proposed porch would meet the required side yard and rear yard setbacks <br />applied to this parcel and the porch addition would occupy existing green area. The proposed porch would extend <br />from the existing home to the pool surround (concrete walk). <br /> <br />The proposed 225 square foot three season porch addition increases the parcel's impervious coverage to 4,171 <br />square feet, thus a variance is necessary before the Laurs can obtain a building permit. <br /> <br />The Community Development Staff finds the site is unique because of the construction that occurred prior to the <br />adoption of the 30% impervious surface requirement. The Laurs had already expanded their surface area with a <br />large house footprint, pool and pool deck, and a large driveway. This unknowingly precluded many future site <br />options. Consequently, the staff recommends approval of 859 square foot (8%) lot coverage variance to Section <br />1 004.01A6 of the City Code for Bernard & Kathy Laur, 600 Sextant Avenue, subject to conditions. <br /> <br />The staff recommended approval with conditions. Mr. and Mrs. Laurs had no questions. <br /> <br />There being no further questions, Chair Duncan closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Traynor, to recommend approval of an 859 square <br />foot (8%) VARIANCE to Section 1004.01A6 (Maximum Total Surface Area) of the Roseville City Code for <br />Bernard & Kathy Laur, to allow construction of a three season porch at 600 Sextant Avenue, based on the <br />findings in Section 5 and conditions of Section 6 of the project report dated June 4, 2003. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />This item will be on the City Council Consent Agenda for the June 16, 2003 meeting. <br /> <br />b. Planning File 3481: Request by Sylvia Sieferman, 420 Terrace Drive, for a VARIANCE to Section 1004.01A6 <br />(Maximum Total Surface Area) to allow construction of a family room, patio, entry porches and a future <br />pool on the premises. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated June 4, 2003. <br /> <br />Sylvia Sieferman has submitted a proposal to construct a 500 square foot family room addition and a future 400 <br />square foot pool that exceed the impervious coverage afforded the parcel. She also proposes a 90 square foot <br />entry porch that encroaches 8.5 feet into the required principal structure front yard setback. <br /> <br />The Sieferman home was constructed in 1965 and lies on a 10,973 square foot (86 foot by 127 foot) lot. The <br />rambler has an existing foundation size of 966 square feet; a detached garage size of 448 square feet; driveway of <br />1,234 square feet; patio of 279 square feet; and an 84 square foot shed, for an existing impervious coverage of <br />3,011 square feet or 27.4%. <br /> <br />Staff recommended approval subject to conditions listed in the staff report dated June 4, 2003. <br /> <br />Member Traynor asked for details in the improvement plan that would reduce impervious surface coverage issues. <br />Thomas Paschke explained options. <br /> <br />Member Duncan asked if this project was in the Rambler Redesign Program. (Yes) <br /> <br />Ms. Sieferman was asked for comment. She accepted the staff report. <br /> <br />Doug Wilke, 419 Terrace Drive, distributed additional petition reports. He said 21 homeowners in the neighborhood <br />signed the petition in opposition to the variances as submitted. Neighbors were opposed to the scope of the <br />project. In this neighborhood the projects should adhere to the Code. The two story home is out of character with <br />the existing homes, according to Mr. Wilke. <br /> <br />Member Traynor noted that there are several styles of homes within a two block radius. What else is at issue? <br /> <br />Doug Wilke explained that front porches, coverage of lot and overall character of the project; and not happy with <br />the process of the applicant. <br />
