The proposed improvements increase the parcels impervious coverage from an existing condition (estimated)
3,596 square feet (29.8%) to 4,483 square feet (37%), thus requiring a variance of 887 square feet (the difference
from allowed 3,572 to proposed 4,483).

Staff recommended approval with conditions.

John Meyer, the applicant, stated he wanted to widen the drive to the two-car garage. Originally there was a tee
adjacent to the drive, reducing the width of the drive.

Member Stone asked if the boundary (south edge) of the driveway could be shifted. Mr. Meyer said that would
defeat the purpose of widening the lot. Mrs. Meyer said the drive is narrow and difficult to get to the house in a
wheel chair. Across the street is a busy (traffic) day care facility.

No further comment was offered.

Chair Duncan closed the hearing.

Motion: Member Traynor moved, seconded by Member Bakeman, to recommend
approval of an 887 square foot (7%) VARIANCE to Section 1004.01A6 (Maximum Total Surface Area) of the
Roseville City Code to allow the replacement and expansion of the driveway for John Meyer at 2735
Fernwood Street, based on the findings of Section 5 and the conditions of Section 6 of the project report
dated June 4,2003.

Ayes: 6
Nays: 0
Motion carried.

This item will be on the City Council Consent Agenda for the June 16, 2003 meeting.

e. Planning File 3487: Request by Dan Sutliff, 992 Shryer Avenue, for a VARIANCE to Section 1004.01A6
(Maximum Total Surface Area) to allow for construction of a living area addition.

Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project
report dated June 4, 2003.

Thomas Paschke advised that Daniel Sutliff, 992 Shryer Avenue, seeks approval of a variance to Section
1 004.01A6 (Maximum Total Surface Area) of the Roseville City Code to allow the construction of a 480 square foot
addition to the existing home, which improvement will increase the impervious coverage on the parcel (10,216 sq.
ft.) from the allowable amount of 3,065 square feet (30%) to 3,587 square feet (35.1 %).

The proposal by Mr. Sutliff (living area addition and replacement of accessory building with garden shed) will
increase the parcel's impervious coverage from an existing condition (estimated) of 3,401 square feet (33.3%) to
3,587 square feet (35.1 %), thus requiring a variance of 522 square feet (the difference from allowed 3,065 to
proposed 3,587). The staff recommended approval with conditions.

The applicant supported the staff report dated June 4, 2003.

Chair Duncan closed the hearing.

Motion: Member Traynor moved, seconded by Member Stone, to recommend approval of an 522 square
foot (5%) VARIANCE to Section 1 004.01A6 (Maximum Total Surface Area) of the Roseville City Code to
allow the construction of a 480 square foot living area addition and the replacement of a 374 accessory
building with a 80 square foot garden shed at 992 Shryer Avenue, based on the findings of Section 5 and
the conditions of section 6 of the project report dated June 4, 2003.

Ayes: 6
Nays: 0
Motion carried.

This item will be on the City Council Consent Agenda for the June 16, 2003 meeting.

f. Planning File 3485: Request by Western Resources, LLC, 2560 Long Lake Road, to appeal the Community
Development Director's decision regarding expansion of a pre-existing, non-conforming use (semi and
trailer parking) on an unimproved portion of a land parcel.

Chair Duncan opened the hearing and requested Community Development Director Dennis Welsch provide a
summary of the project report dated June 4, 2003.
