Eventually, this portion of the Code should be more accessible electronically. <br /> <br />Over the past year, the planning staff has compiled sections of the zoning code into a set of "bite-size" ordinances, <br />ready for review and revision. These existing regulations are outdated in terminology (written more than 40 years <br />ago) and in format. They have no consistency throughout the Code. For a property owner or developer (as well as <br />city staff) they have been hard to find and interpret. <br /> <br />The Community Development Staff asked for any additions or deletions and recommended approval of the <br />ordinance amendments <br /> <br />The Commission had previously worked on this draft ordinance. General comment from the Commission ensued, <br />remarking that the consolidation into charts is an improvement long overdue. <br /> <br />Member Traynor offered a series of correction to grammar and spelling. (Thank You!) <br /> <br />No public comment was offered. <br />Chairman Duncan closed the hearing. <br /> <br />Motion: Member Bakeman moved, second by Member Stone, to recommend approval of the City Code <br />amendments to Section 1002 and 1004, as being consistent with the Comprehensive Plan, and request the <br />Council to set a date for a first reading of the proposed ordinance to amend the City Code. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />f. Planning File 3475: Consolidated Parking Requirements Amendments. <br /> <br />Chairman Troy Duncan opened the hearing and requested Community Development Director Dennis Welsch to <br />provide a verbal summary of the staff written report and proposed ordinance dated July 9, 2003. <br /> <br />Mr. Welsch explained the proposal. Staff seeks to create a more clearly written parking ordinance. No new <br />substantial regulations are offered here, but rather a compilation in one section of the City Code. As proposed, one <br />new city code section would be created. The planning staff has compiled a comprehensive ordinance of parking <br />regulations that have been adopted in more than 20 ordinances over the past 50 years. These regulations are <br />scattered throughout the City Code and are difficult for resident and developer as well as city staff to find and <br />interpret. <br /> <br />A general discussion ensued regarding the ability to regulate parking on streets. Roseville has no specific <br />regulation to prohibit parking unless the road is considered unsafe or too narrow. In those cases the Council adopts <br />a resolution approving such traffic regulations. <br /> <br />No further comment was offered. Chairman Duncan closed the hearing. <br /> <br />Motion: Chair Duncan moved, second by Member Traynor to recommend to the City Council that the Council <br />amend Section 407.02M3 and in proposed Section 1018.13 D (Parking Nuisances) to establish a 14 day maximum <br />period for outdoor storage of vehicles, rather than the current 30 day maximum. The Section would read: <br />"No person shall cause, undertake, permit or allow the outside parking and storage of vehicles in residentially- <br />zoned property for more than thirty (30) days fourteen (14) days unless it complies with the following requirement. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried: 5-0. <br /> <br />Motion: Member Bakeman moved, second by Member Traynor, to recommend to the City Council, approval <br />of the proposed ordinance, which would compile City of Roseville parking regulations into one Section of <br />the City Code, as amended. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried: 5-0. <br /> <br />7.
