<br />Member Traynor reported on the tour and thanked the staff and HRA. Member Stone suggested this tour be done <br />as an annul event. Member Bakeman liked the meeting format with the HRA Board members, the Planning <br />Commission, elected officials and the staff. Member Peper suggested a second tour, perhaps focusing on <br />development issues. Staff will prepare a second tour for later in the year. <br /> <br />b. New Initiatives: Are these items ready for formal hearings? Commission should set schedules on: <br />Fee Structure: Update fees for various permits - discussion. <br /> <br />Member Bakeman asked that administrative fines be re-thought for "repeat offenders, with a geometrically <br />increasing fees". The City should review the fee structure each year and adapt to the current costs of service. <br />Dennis Welsch explained that many cities now have such an escalating fee schedule that covers the fee and <br />additional charges for city police, attorney, engineer, or consultants. <br /> <br />Planning Commission: Greeting and Meeting Description for Applicants: <br /> <br />Chair Duncan remarked that more detail for the applicants may be helpful in order to prepare them for the meeting <br />with the Commission. Members Stone and Traynor asked if there are other cities with such a document; how can <br />we help applicants understand the process and improve communications. A check list with details could be <br />created. Staff will continue to collect information and provide the Commission with a packet at a coming meeting. <br /> <br />c. Set August 2003 Meeting Location. <br />The Commission requested notice signs be again posted in the yards of the applicants describing the time and <br />date of the hearing. <br /> <br />d. Signs on applicants sites: Deb Bloom explained the new City Hall expansion construction and entry issues. <br /> <br />e. Twin Lakes Project review was discussed: <br />The applicant Roseville Properties will hold their own neighborhood meeting on July 22 or July 23rd. It is possible <br />that a public hearing with the Planning Commission could be scheduled for August 6, 2003. <br /> <br />8.
