Call to Order <br /> <br />Chairman Mulder called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m., in the City <br />Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Bakeman, Peper, Stone, Mulder, Ipsen <br />Absent: Duncan, Traynor <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom, Nathan Bouvet <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />The minutes of the July 9, 2003 meeting of the Planning Commission were laid over to the September 3rd meeting. <br /> <br />4. Communications from the Public <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br /> <br />Chair Jim Mulder rearranged the hearings to take up the Twin Lakes project first. He noted the developer has requested a <br />continuance. <br /> <br />a. Planning File 3505: Request by Roseville Properties for consideration of an amendment to the Twin Lakes <br />Master Plan (Comprehensive Plan Amendment), Preliminary Plat, and General Concept Plan approval of a <br />planned unit development for roughly 60 acres within the Twin Lake Redevelopment Area. <br /> <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the staff written report dated August 6, 2003. The developer has requested a continuance to January <br />2004 or later. <br /> <br />Thomas Paschke explained the 60-day rule requirements. <br /> <br />John Johannson, Roseville Properties, explained the reasons for the continuance. He explained the past 15 month <br />process. He stated he would meet with neighbors at any time. The parcel is 70 acres, 30% acquired. The next <br />acquisition would be $12 million, but there are uncertainties. He explained County Road "c" has been delayed to <br />fall of 2005. The project would not open during the road construction. Approvals of Roseville Properties project may <br />not occur until the fall of 2004. <br /> <br />Chair Mulder asked Thomas Paschke to explain the PUD process within the Twin Lakes Master Plan and the <br />binding agreements that accompany the process and final approvals. <br />
