The standard is 350 feet, but the <br />developer and the City have used a much larger area. <br /> <br />Dick Houck, 1133 Roselawn, asked if the developer can propose development on land not owner or controlled by <br />them. Planning File 3489: Request by Ramona Mogg, 474 County Road C, for PRELIMINARY PLAT and GENERAL <br />CONCEPT PLAN approval for a planned unit development to allow the construction of six town homes (in <br />groups of two attached units) on the premises. <br /> <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the staff written report dated August 6, 2003. <br /> <br />Mr. Paschke explained the proposal and advised that Ramona Mogg has requested consideration of a planned unit <br />development under the General Concept Plan (Section 1008.1 OC) of the Roseville City Code. <br /> <br />This proposal seeks approval of a preliminary plat to subdivide two parcels totaling 4.4 acres into 6 zero lot line, <br />owner occupied, townhome units and a residential lot for the existing home, and approval of the General Concept <br />Plan Planned Unit Development establishing an underlying zoning of R-2, Two Family Residence District. <br /> <br />The proposed 6 unit town home development and single family residence would be 1.6 units per gross acre and <br />2.5 units per net acre (less wetland area). The current zoning of the three parcels is R-1, Single Family Residence <br />District, which, as a component of the planned unit development, will be changed and an underlying zoning of R-2 <br />Two Family Residence District established. The R-1 and R-2 Districts allows for up to 4 units per acre as does the <br />Comprehensive Plan designation for this neighborhood area, Low Density Residential, "LDR". Given the current R- <br />1 zoning, the two parcels could be combined and platted into 3 to 5 detached single family lots, with no <br />architectural controls and no common area. <br /> <br />The grading/drainage plan for this development will require the approval of the Grass Lake Watershed and the <br />Roseville Engineering Department. Based on the proposed grading plan all town home units will be walkout units. <br /> <br />The parcel is located adjacent to a large wetland for which a minimum setback of 50 feet is required. The proposed <br />custom designed town homes are set back a minimum of 60 feet and as much as 100 feet from the wetland. The <br />northeastern most town home is setback a minimum of 30 feet from the property line adjacent to County Road C, <br />while the southeastern most townhome is setback a minimum of 28 feet from the east property line, that boundary <br />separating the Mogg parcel from the single family homes along Cohansey Street. <br /> <br />The Roseville City Code requires new two-family attached units to have a minimum structure setback distance <br />between buildings of 20 feet. The proposed PUD has a minimum structure separation of 20 feet. <br /> <br />Impervious coverage for the proposed development, including the existing home is estimated at 25,113 sq. ft or <br />23.6% of the net developable land area (106,359 sq. ft).
