<br />Member Bakeman stated a need for a maximum size of the structures and screening of the houses, which will also <br />stop the view of the park. <br /> <br />Chair Mulder asked for details of the landscape plan. Developer, staff and neighbors work on a landscape plan. <br />Staff should be directed to work on such a plan. <br /> <br />Member Stone stated the setback should be 30 feet, with a 20 foot setback between units. Thomas Paschke said <br />the Planning Commission could specify wetland setbacks and sizes of units - not to exceed a maximum footprint <br />size. <br /> <br />Chair Mulder asked about outbuildings. Thomas Paschke noted that a PUD normally does not allow outbuildings as <br />a condition of approval. <br /> <br />Member Stone cautioned the maximum setback should be flexible. The City Code requires a 50 foot setback. <br /> <br />Member Bakeman asked for clarification of section 5.12. <br /> <br />Chair Mulder asked for clarification of the first living level and overall height. When does the lower level become a <br />part of the house? <br /> <br />Member Peper said he does not understand the maximum size of the unit. <br /> <br />Member Bakeman explained that there will be a massing from the opposite side of the wetland. <br /> <br />Bob Moser said the development is not specific because of the need for flexibility. The setbacks that are proposed <br />limit flexibility; could vary between 1400 and 1800 s.f. <br /> <br />To project will be sent to City Council on August 18, 2003. Thomas Paschke will mail notice as to when this will go <br />to Council. Park Commission will review this proposal in September. <br /> <br />The Planning staff recommended approval of the proposal. <br /> <br />There was no public comment offered. Chairman Mulder closed the hearing. <br /> <br />Motion: Member Bakeman moved, second by Member Peper, to recommend approval (approve <br />w/modifications or deny) of the preliminary plat and Planned Unit Development "General Concept Plan", <br />creating a 6 unit residential PUD development with an underlying zoning of R-2. The development will <br />include 3 structures with 2 attached owner occupied units, each undivided common areas and common <br />maintenance, as illustrated in the application (plan set), based on the findings and comments of Section 5 <br />in the project report dated August 6, 2003 and with conditions recommended by the Commission as <br />follows: <br /> <br />Landscape Plan <br />Setback east side 30 feet minimum, 20 feet between units, 50 feet from wetland <br />No accessory structures <br />Staff to review massing of each two unit combination and break up roof line mass. <br />Work with neighbors on all plans. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />c. Planning File 3502: Request by Dan Stock, Press Gym, for a VARIANCE to Section 1009.04A2 (Residence <br />District Signage) of the Roseville City Code to allow the installation of a second monument sign identifying <br />the Press Gym in the front yard of property owned by Sunrise Assisted Living. <br /> <br />Chairman Jim Mulder opened the hearing and requested community Development Director Dennis Welsch to <br />provide a verbal summary of the staff written report dated August 6, 2003. <br /> <br />Mr. Welsch explained the proposal. He advised Dan Stock, owner of the Press Gym and Sunrise Assisted Living, <br />was seeking approval of a variance to Section 1 009.04A2 (Residence District Signage) and 1009.03M (Ground <br />Signs) to allow the installation of a second monument sign in the front yard of the Sunrise facility, which sign <br />identifies the Press Gym. The requested proposal is to install a 4 foot by 6 foot V-shaped sign (48 total square feet) <br />in the front yard of the Sunrise Assisted Living parcel, to be located at or near the property line adjacent to Snelling <br />Avenue on the northern portion of the site. <br /> <br />Mr. Stock has submitted a proposal to install a 4 foot by 6 foot V-shaped sign (48 total square feet) in the front yard <br />
