<br />of the Sunrise Assisted Living parcel, to be located at or near the property line adjacent to Snelling Avenue on the <br />northern portion of the site. <br /> <br />Sunrise Assisted Living has provided a letter to the City indicating their support of the request by Mr. Stock. <br /> <br />Section 1 009.04A2 of the City Code states: "One nameplate sign for each dwelling unit group above 24 units which <br />shall not exceed 1 square foot per unit to a maximum of 100 square feet in area. Such nameplate sign may be <br />attached to the wall of a building or may be freestanding. In no case shall more than one sign be allowed for each <br />dwelling group. All such signs shall conform to setback requirements of the code." <br /> <br />Section 1009.03M (Ground Signs) requires ground signs to no greater than 8 feet in height and that they are <br />allowed to be set back from a property line % the distance of a pylon sign but not less than 15 feet. <br /> <br />Member Peper asked if lighting would be allowed (Yes, it is permitted, but he applicants will have to negotiate the <br />electricity and underground lines). <br /> <br />Member Stone asked for details of the sign. Will the sign be 4x6? Yes. Brilliant Orange? On the back side of the <br />sign. Will it be covered or screened with vegetation? (Yes, could be done). <br /> <br />Based on the information provided and the findings in Section 5 of this project report, the Community Development <br />Staff recommended approval of a 14 foot front yard variance to Section 1 009.03M and Section 1 009.04A2 of the <br />Roseville City Code for Sunrise Assisted Living and Dan Stock (Press Gym) to allow the installation of a second <br />monument sign at 2555 Snelling Avenue, subject to the following conditions: <br /> <br />a. The sign must no larger than 48 square feet in size and of a V-shaped design with 2 - 4 foot by 6 foot sign <br />panels. <br />b. The sign must be installed a minimum of 1 foot from the property line adjacent to Snelling Avenue in the <br />northeast portion of the parcel. <br />c. The review and approval of a sign permit must be consistent with the approved plans and variances. <br /> <br />There was no public comment offered. Chairman Mulder closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Bakeman, to recommend approval of a 14 foot front <br />setback variance to Section 1009.03M of the Roseville City Code, based on the findings of Section 5 and <br />conditions of Section 6 of the project report dated August 6, 2003. <br /> <br />Chair Mulder preferred the sign setback be five feet from the sidewalk or some distance because of snow storage <br />and visual impact from pedestrians. <br /> <br />Motion: Member Mulder amended the motion to set the sign five feet from the trail and one foot from any <br />property line. <br /> <br />Motion failed for lack of second. <br /> <br />Ayes: 4, Stone, Peper, Bakeman, Ipsen <br />Nays: 1, Mulder <br />Motion carried 4-1. <br /> <br />Motion: Member Peper moved, seconded by Member Bakeman, to recommend approval of a variance to <br />1009.04A2 (Multiple Family Units) of the Roseville City Code, to allow a second monument sign, based on <br />the findings of Section 5 and conditions of Section 6 of the project report dated August 6, 2003. <br /> <br />Member Bakeman stated that Sunrise permission has been obtained by Mr. Stock. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />d. Planning File 3501: Request by Mark Koenig, 466 Hilltop Avenue, for a variance to Section 1004.01A6 <br />(Maximum Total Surface Area) of the Roseville City Code to allow the construction of a 22 foot by 24 foot <br />(528 square foot) detached accessory building (garage) in the rear yard and to replace and expand the <br />existing driveway. <br /> <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the staff written report dated July 9, 2003. <br /> <br />Mr. Paschke explained that Mark Koenig, 466 Hilltop Avenue, was seeking approval of a variance to Section <br />
