<br />approval of a 560 sq. ft. garage and dog run, or 3,564 sq. ft. total 35.6% Variance to Section 1004.01A6 <br />(Maximum Total Impervious Surface Area) of the Roseville City Code, based on the findings of Section 5 <br />and conditions of Section 6 of the project report dated September 3, 2003. <br /> <br />Ayes: 7, Bakeman, Peper, Stone, Mulder, Ipsen, Duncan, Traynor <br />Nays: 0 <br />Motion carried. <br /> <br />7. Information, Reports & Other Business (Verbal Reports): <br />a. Sketch Plan Review - George Reiling Multi-Family Project at Lexington at Woodhill consisting of 3 or 4 three story <br />buildings with a total of 96 to 132 market rate housing units, including 60 senior units on 5 acres. Mixed use small <br />shop retail may be included on the lower level of 2 buildings. <br /> <br />Chairman Duncan requested Dennis Welsch to provide to present verbal summary of the staff report dated <br />September 3, 2003. <br /> <br />Architect Tom Dunwell explained the proposal for a market rate apartment and senior rental project that will consist <br />of 3 or 4, three and four-story buildings with 96 to 132 market rate housing units, including 60 senior units. Mixed- <br />use small shop retail may be included on the lower level of 2 buildings (24,000 sq. ft. total). Underground and at <br />grade parking will be provided at city prescribed rates or with "proof-of-parking" agreements. The bike shop may (or <br />may not) be involved in the new design. It is conceivable that this project may be constructed in phases, with three <br />buildings being done in the first phase and the remainder in the second phase. The development shows the Reiling <br />parcel, a parcel owned by the City, and a parcel the developer intends to acquire from a neighbor. On this total of 6 <br />acres the developer proposes a Planned Unit Development (PUD) and Subdivision. The Comprehensive Plan's <br />High Density Residential designation allows more than 18 units per acre. <br /> <br />The site will include a pond and abandonment or movement of sewer easements. Right-in, right-out access to <br />Lexington Avenue is proposed through the City-owned lot at the south west corner of the project) that Mr. Reiling <br />hopes to buy from the City. Construction is slated for the spring of 2004. There would be need for a plat. Mr. Reiling <br />intends to retain ownership for the family. <br /> <br />Mr. Dunwell explained density for the site: <br />5.92 acres and 96 units in Phase 1: 16 units/acre <br />6.17 acres and 132 units in Phase 1 and 2: 21.4 units/acre <br /> <br />There being no further public comment, Chair Duncan asked the Commission for comments. <br /> <br />Member Mulder asked for details on neighborhood commercial (barbershop, offices for attorney, accountants). <br /> <br />Member Peper asked what the citizen review process is (neighborhood meeting in Sept./Oct.). <br /> <br />Member Bakeman asked for details of retail over residential (12,000 sq. ft. in each building, usually 1500 - 1800 <br />sq. ft. or 8 businesses in each building). <br /> <br />Chair Duncan asked how to encourage Roseville Seniors to move to these buildings. <br /> <br />Member Traynor asked about whether there is affordable housing in the complex. <br /> <br />Member Mulder asked what facades and architecture might be. Mr. Dunwell illustrated a sketch of the elevation - <br />getting away from flat facades, changing the lines of the building. Mr. Mulder asked for a scaled drawing showing <br />height comparisons between the proposal and all buildings surrounding it. <br /> <br />Member Mulder also suggested the City Council have a discussion regarding whether this is a prospective site for <br />a City Community Center. <br /> <br />Chair Duncan liked that this was congruent with the Comprehensive Plan. <br /> <br />Member Traynor noted that this set of corners is important for City Center concepts. The heights will be in question <br />by adjoining neighbors. <br /> <br />Member Stone asked for details of the Phase 2, four-story building. She asked about transit service on Lexington <br />Avenue and on County Road C. Where is the "walk ability" of this site. Show how the residents can walk to parks <br />and shopping (sidewalks will be built on Lexington and on Woodhill). <br /> <br />Member Bakeman expressed concern about massing of buildings, the larger senior building should face Oxford, <br />
