<br />Member Stone asked how traffic movement will be changed on the site to accommodate additional trips per day. <br />(Traffic will be managed. Employer must park in least used spaces east of the building). There will be no other <br />mitigation. <br /> <br />Member Mulder asked if curb cuts will be changed (No). It is a busy corner. <br /> <br />Member Traynor asked what has happened in other states (similar situations where convenience stores added <br />liquor stores). Have there been impact studies done? Are there studies to show impact on traffic. <br /> <br />A neighbor to the north on Lexington, indicated the parking lot is full at most times. On Lexington there are 20,000 <br />vehicles per day. How many robberies have there been? There are more parking spaces needed. <br /> <br />Rob Bowman, Super America, noted in 3.5 years there has been no robbery. Chairman Mulder asked what is the <br />frequency of police calls at this location (no data available). <br /> <br />Bill Kualbander, 1016 Parker, resident of 20 years, experiences traffic or parking problems at this site with loading <br />or unloading trucks, lots of congestion, with a number of the parking spaces behind the store. How will Super <br />America handle delivery of supplies - will there be more trucks on site? <br /> <br />Brian Laferty, Super America, said truck delivery is a problem, but in the future the third shift will become the <br />delivery time for supplies. <br /> <br />Chair Mulder noted this could be a condition. Super America is working on third party vendors to comply. <br /> <br />Terry Foster, Parker Avenue, explained traffic movement at rush hour because of on-coming vehicles. Twin City <br />Federal also complicates traffic turning movements. Has Super America done studies on hours of sales as <br />compared to traffic peaks. Has Super America done any studies on door locations versus customers who will leave <br />the car at the pump while shopping at the liquor stores (Super America has only done visual observations - the <br />liquor will peak in evening rush). <br /> <br />Brian Leferty, Super America, responded: A minimal increase is a 5% increase in traffic per day over seven days <br />with 600 - 700 transactions currently per day, meaning an added 25 trips per day. <br /> <br />There is more than adequate number of pumps for the amount of gallons pumped. There is adequate pump space <br />- there are 52 total spaces. <br /> <br />General discussion ensued. <br /> <br />Terry Foster asked if the developer would do an in-depth traffic study of amounts and turning movements. Super <br />America said they would consider this if a condition of approval is required. <br />Bob Bushirck, 1040 Parker, said that the door to be used by the liquor store was closed previously for security <br />reasons. <br /> <br />Pete Maim, 2211 No. Lexington Ave., asked if liquor is such a small amount in customer base, why do it? <br /> <br />Andre Soupre, owner of Lexington Court Apartments, asked if Super America had asked neighbors and customers <br />whether they are supportive of this proposal. He also asked why there is no additional traffic. <br /> <br />Super America responded they have had no neighbor meetings; there will be limited additional new customers, but <br />existing customers will use the liquor store. <br /> <br />Bill Kualbander, 1016 Parker Ave., explained parking problems with truck delivery and tanker delivery as well as <br />handicap parking precludes other parking. There are no easy methods to correct movements on the site. <br /> <br />Andre Soupre complained about mailings dated September 15, received October 1, postmarked September 19th. <br />He has owned 52 housing units (Lexington Court) adjacent to the site for years (14). He rents 2 and 3 bedroom <br />units to families with children. He is concerned about the safety of children. He says there is already a big traffic <br />problem. The speed and volume of the traffic at the intersection is a problem. The park attracts children. Drunks will <br />sit in the park too. Calvary Church has a day care facility - the liquor store will destroy what is now available. Liquor <br />store signs will detract from his apartment building. The liquor store will decrease value of the surrounding property. <br />There is a safety impact - police are on the site. There is noise and congestions. Is this liquor store consistent with <br />the comprehensive master plan. <br /> <br />Andy Stark, 1009 Parker Avenue, said traffic and parking are very bad on this site. More traffic will increase the <br />problem. There are maneuvering problems in the Super America lot. <br /> <br />Terry Foster said there are other (7) liquor stores nearby. There is a need for land use on a specific site. Is this the <br />
