<br />Member Stone asked what the maximum speed on the test track is (5-10 mph). What is the operation standard? <br />(An employee will accompany a test driver). The test track is 6 to 8 feet lower than the Super 8 Motel parking lot. <br /> <br />Member Bakeman asked for details (dimensions) of the track. Not available at this time, but a one-way street. Is <br />there a setback?(minimum 5 feet). <br /> <br />Chair Mulder asked about width, depth, length of track. <br /> <br />Member Stone said the test track is for slow learning. Has this been done elsewhere in the community? (no) What <br />is the lighting standard for this area (parking lot lighting). <br /> <br />Member Peper noted that Highway 36 already has much noise. <br /> <br />Member Ipsen asked if Super 8 has been notified (notified, but no comments received). <br /> <br />Bill Sievers, construction supervisor, explained the test track is 10 to 15 feet wide and will be used for learning. <br />There will be little impact on the Super 8 because of the hillside. Screening materials are not known at this time. <br /> <br />Motion: Member Peper moved, seconded by Member Bakeman, to recommend approval of a CONDITIONAL <br />USE PERMIT based on the findings of Section 5 and conditions of Section 6 of the project report dated <br />October 1, 2003, and both building permits to be issued within six months of approval. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried 6-0. <br /> <br />e. Planning File 3524: Request by Request by Speedway SuperAmerica for a CONDITIONAL USE PERMIT in <br />accordance with Section 1 005.04C17 and 1013.01 D (Conditional Use Permits) of the Roseville City Code at <br />2172 Lexington Avenue. <br /> <br />Chair Mulder opened the hearing and requested City Planning Thomas Paschke to present verbal summary of the <br />staff report dated October 1, 2003. <br /> <br />City Planner Paschke explained that SuperAmerica, 2172 Lexington Avenue, is applying for a CONDITIONAL USE <br />PERMIT in accordance with Section 1 005.05C19 and 1013.01 (Conditional Use Permits) of the Roseville City Code <br />to allow off-sale liquor sales in a 1,600 sq. ft. portion of the convenience store with a separate entry. <br /> <br />A separate liquor license approval is also required and is decided upon by the City Council. Super America will <br />need to meet the requirements of Section 302.13 Off Sale License Regulations of the Roseville City Code.) <br /> <br />Thomas Paschke noted there will be no significant additional impact from the retail use of the site. <br /> <br />Chair Mulder asked for criteria of CUP and whether it is the same for all retail activities.(yes) <br /> <br />Member Traynor said he has concern regarding definition of "use" and separating this from other retail uses. <br />Thomas Paschke explained impacts are different in Shopping Center vs B3 zone. <br /> <br />Member Bakeman asked if liquor licenses are issued elsewhere adjacent or across from the park. (no regulations) <br /> <br />Member Stone asked what impact additional traffic would have and how much added traffic would occur. She <br />asked if there are public facilities/services - which will be discussed by the Council and how many off-site liquor <br />licenses are allowed in Roseville. Member Stone asked if the general health, wealth, safety can be evaluated. <br />Thomas Paschke said there may be more occurrences in parks but this is difficult to measure. <br /> <br />Member Traynor said there needs to be some criteria or evidence to determine whether the use should be <br />approved as a CUP. <br /> <br />Brian Laferty, Super America, asked for approval of the Conditional Use. The existing facility is 8,500 s.f., much too <br />large for a standard convenience store. The use is viable for this site. Beer is now sold in the convenience store. <br />Super America does not have other such sites in Minnesota, but does have in other states. <br /> <br />Member Peper asked if liquor store customers will use up the gas pump parking spaces (50 total parking spaces <br />on this site). <br /> <br />There will be no inside entrance to the liquor store from the convenience store. <br />
