<br />8. Information, Reports & Other Business <br />a. Planning File 3539: City owned park land rezoning from "R-1" to "POS" Public Park and Open Space <br />District (Section 1 004.11 of the City Code). <br /> <br />Dennis Welsch provided background on the request to rezone public park and open space property to one specific <br />zone. The original request came with the Vista 2000 report and has been carried forward within the amendments to <br />the Comprehensive Plan and the Park Systems Plan. The Park and Recreation Commission have endorsed this <br />concept. <br /> <br />Within Roseville there are nearly 1,200 acres of some type of park and recreation or open space use. The City has <br />657 acres of parks as well as the Cedarholm Golf Course at 26 acres. The County has the majority of the <br />remaining publicly-owned uses such as beaches (18 acres) and open spaces (133 acres). Uses allowed within this <br />"POS" district are public park uses and buildings and those uses adopted within the master plan for the site within <br />the Parks System Plan. <br /> <br />A GIS map illustrated the dispersed nature of the city-owned parcels that must be changed from "R-1", "R-3A", "B- <br />1", "PUD" and "1-1" and "1-2" to "POS". <br /> <br />A general discussion ensued regarding interest and willingness of the School Districts and the County to agree with <br />this rezoning on parcels of open space that they own. <br /> <br />The Commission discussed the public notice process. Staff will continue to review this with the City Attorney. <br /> <br />Motion: Chair Mulder moved, seconded by Member Blank, to set February 4, 2004 as the Planning <br />Commission's public hearing date to consider the request by the City to rezone (amend the zoning map) all <br />park and open space parcels to "POS". <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried <br /> <br />9.
