The Commission agreed. <br /> <br />7b. Planning File 3536: Request by Ms. Kara Rose, 998 Brooks Avenue, for a Variance to Section 1004.02D4 of <br />the Roseville City Code to allow the construction of a deck and porch into the required 30 foot setback. <br /> <br />Chair Traynor opened the hearing and requested the City Planner present the verbal summary of the staff report dated <br />January 7,2004. <br /> <br />Thomas Paschke, City Planner, explained that the applicant seeks approval of an 11 foot Variance to Section 1004.02D4 <br />(Corner Lot Setback) of the Roseville City Code to allow the construction of a 14 foot deep deck and porch, 19 feet from <br />the west (Aglen Street) property line. The Rose home was constructed in 1956 and lies on a parcel that averages 93.5 <br />feet by 146.7 feet or 13,717 sq. ft. in size. The parcel has an impervious coverage allowance of 4,115 sq. ft. of which <br />2,608 sq. ft. is being utilized (house foundation & attached garage size of 2,128 sq. ft and existing driveway of 480 sq. ft). <br />He explained the site slopes and the preservation of existing trees. <br /> <br />Mr. Paschke further indicated that based on the information provided and the findings in Section 5 of this project report, <br />the Community Development Staff recommends approval of an 11 foot Variance to Section 1004.02D4 (side yard <br />adjacent a street) of the Roseville City Code for Kara Rose to allow the construction of a 14 foot by 14 foot porch and 14 <br />foot by 10 foot on to the west side of the principal structure to within 19 feet of the property line at 998 Brooks Avenue, <br />subject to the following conditions (in project report dated January 7, 2004): <br /> <br />a. The porch and deck being limited to a depth of 14 feet (addition from principal structure towards property line adjacent <br />Aglen Street) or an 11 foot encroachment into the required 30 foot setback. <br /> <br />b. The parcel being limited to an impervious coverage of 4,115 sq. ft. <br /> <br />c. Gutters installed along the eves of the porch to direct roof drainage to the west or north yard areas. <br /> <br />d. The deck must remain an open-air deck - in the future no enclosure of this deck as a screen porch or expanded living <br />area to the principal structure will be permitted. <br /> <br />e. The review and approval of a building permit must be consistent with the approved plans and variance. <br /> <br />1. A property survey including property lines, existing features and the proposal may be required by the Building Official if <br />adequate measurements cannot be found to establish the limits of the 11 foot encroachment. <br /> <br />Chair Traynor asked if neighbor concerns had been expressed. Thomas Paschke explained one neighbor was concerned <br />about the view of Bennett Lake and that he provided the gentleman with a copy of the project report. <br /> <br />Kara Rose, 998 Brooks Avenue noted that no impervious surface will be constructed under the porch. Member Bakeman <br />asked for details of lower doorways. <br /> <br />Chair Traynor closed the hearing as there were no public comments. <br /> <br />Motion: Member Peper moved, seconded by Member Ipsen, to recommend approval of an 11 foot Variance to <br />Section 1004.02D4 (side yard adjacent a street) of the Roseville City Code to allow the construction of a 14 foot <br />by 14 foot porch and 14 foot by 10 foot deck on to the west side of the principal structure to be placed 19 feet <br />from the property line for Kara Rose, 998 Brooks Avenue, based on the findings of Section 5 and conditions of <br />Section 6 of the project report dated January 7, 2004. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried 6-0.
