<br />recommend granting a variance. <br /> <br />Motion: Member Peper moved, seconded by Member Stone, to recommend approval of an 11 foot Variance <br />to Section 1 004.02D4 (side yard adjacent a street) of the Roseville City Code to allow the construction of a <br />14 foot by 14 foot porch and 14 foot by 10 foot deck on to the west side of the principal structure to be <br />placed 19 feet from the property line for Kara Rose, 998 Brooks Avenue, based on the findings of Section 5 <br />and conditions of Section 6 of the project report dated February 4, 2004. <br /> <br />Chair Mulder said he would vote in opposition because of precedent. <br />Ayes: 5, Peper, Blank, Traynor, Ipsen, Stone <br />Nays: 2, Bakeman, Mulder <br />Motion carried 5-2.. <br /> <br />7. New Public Hearings: <br /> <br />a. Planning File 3545: Request by Diane Holmgren and Rick Distad, 370 Millwood Avenue, for a 10 foot <br />Variance to Section 1004.02D4 of the Roseville City Code to allow the construction of a third garage stall <br />that would encroach into the required 30 foot setback. <br /> <br />Chair Mulder opened the hearing and requested the City Planner present the verbal summary of the staff report <br />dated February 4, 2004. <br /> <br />Thomas Paschke explained Diane Holmgren & Rick Distad have submitted a proposal to construct a third attached <br />garage stall on to the west side of the home, which addition would encroach 10 feet into the required corner <br />setback adjacent to a public street. The City Code (Section 1004.0204) regulates where structures can be placed <br />on a corner lots with setback requirements. In the case of the Holmgren/Distad parcel, there is a 30 foot minimum <br />setback (side yard adjacent a public street) applied to the west property line (Western Avenue). The property to the <br />south has a similar setback. The alternatives are not reasonable. <br /> <br />The Holmgren/Distad home was constructed in 1976 and lies on a parcel that is 100 feet wide by 127 feet deep or <br />12,789 sq. ft. in size. The parcel has an impervious coverage allowance of 3,837 sq. ft. of which an estimated <br />3,105 sq. ft. is being utilized (house foundation, attached garage, shed and driveway). The addition of the proposed <br />attached 12 foot by 24 foot (288 sq. ft.) garage would bring the total to impervious coverage on the parcel to an <br />estimated 3,400 sq. ft. <br /> <br />The applicant seeks to construct a 12 foot by 24 foot garage stall on to the west side of the existing attached <br />garage and shifted six feet to the south to reduce impact on existing driveway. The west side has been selected by <br />the applicant because of proximity to the existing attached garage and driveway. <br /> <br />The applicants have indicated in their narrative that they are seeking the variance to provide more storage for a <br />boat and a future vehicle. A second story would be added above a portion of the garage. The applicants have <br />reviewed the proposal with surrounding property owners and have a listing of 18 neighbors who support the <br />request. <br /> <br />Thomas Paschke noted the staff recommended approval with conditions of Section 6 in the project report dated <br />February 4, 2004. <br />Member Traynor asked if there are other homes in the area with three car garages (a few). <br />Member Peper asked for details on the petition (18) from the neighbors approving the proposal. <br />Diane Holmgren explained the petition and commented that the garage to south is almost identical to the garage to <br />the south. Owasso Hills (to the west) and Stan bridge Circle have numerous three-car garages. <br />Member Bakeman asked if the current garage door will be matched by the new door? (Yes, will match doors). <br />There were no further public comments. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Stone moved, second by Member Peper, to recommend approval of the request by Diane <br />Holmgren and Rick Distad, 370 Millwood Street, for a 10 foot Variance to Section 1004.02D4 (side yard <br />adjacent to a street) of the Roseville City Code to allow the construction of a 12 foot, 4 inch by 24 foot <br />attached garage stall on to the west side of the principal structure to be placed 20 feet from the property <br />line adjacent to Western Avenue, based on the findings of Section 5 and conditions of Section 6 of the <br />project report dated February 4, 2004. <br /> <br />Chair Mulder noted that the applicant will not be able to add more garage or shed space; Ms. Holmgren <br />acknowledged and agreed. <br /> <br />Ayes: 7 <br />Nays: 0 <br />
