Planning File 3547: Request by Investors Real Estate Trust & Hood Packaging for a 20 foot Variance to <br />Section 1007.01 E of the Roseville City Code to allow construction to increase the northern portion of the <br />structure's building height at 3075 Long Lake Road. <br /> <br />Chair Mulder opened the hearing and requested the City Planner present the verbal summary of the staff report <br />dated February 4, 2004. <br /> <br />Thomas Paschke indicated that Hood Packaging, in cooperation with the property owner Investors Real Estate <br />Trust, seeks approval of a 15 foot VARIANCE to Section 1007.01 E (Building Height) of the Roseville City Code to <br />allow the height of the northern portion of the structure at 3075 Long Lake Road to be increased from 40 feet to 60 <br />feet to install an extruder. The Code allows for a 45 foot height. The additional roof height is necessary to <br />accommodate vertical plastic film extruder equipment which stands approximately 58 feet in height. <br /> <br />Mike Hill, Hood Packaging, explained the machinery and usage. The existing product silos are in excess of 50 feet. <br />The specialized machinery will be imported from Germany. The company may hire additional employees. The <br />existing size of the lease space is 17,000 s.1. <br /> <br />Thomas Paschke explained staff recommends approval with conditions in Section 6 of the project report dated <br />February 4, 2004. <br /> <br />Building and fire permits will be applied for by the applicant. <br /> <br />There were no public comments. Chair Mulder closed the hearing. <br /> <br />Motion: Member Bakeman moved, second by Member Stone, to recommend approval of a 15 foot Variance <br />to Section 1007.01 E (building height) of the Roseville City Code for Investors Real Estate Trust to allow a <br />small portion of the area leased by Hood Packaging, 3075 Long Lake Road, to have a roof height of 60 feet, <br />based on the findings of Section 5 and conditions of Section 6 of the project report dated February 4, 2004. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried 7-0 <br /> <br />8. Information, Reports and Other Business: <br /> <br />a. Planning File 3458: Sketch Plan review for the redevelopment of Leben's Greenhouse, 1021 Larpenteur <br />A venue. <br /> <br />Thomas Paschke introduced Michael Theis of Green House Village LLC and Jill Kraus of ESG Architects. They explained <br />a redevelopment proposal for the Leben's Greenhouse site at 1021 Larpenteur. The proposed project requires a <br />Comprehensive Plan amendment from Business to High Density Residential, a subdivision plat, and a planned unit <br />developmenUrezoning from business (B-2) to residential (R-3). <br /> <br />He further indicated that the current proposal seeks to redevelop the site into 104 units (1100 s.f. average per unit) of <br />senior cooperative ownership apartments and 7 town homes. The cooperative would include 2 structures, 3 stories in <br />height, fully sprinklered and separated by a multifunction building. The town homes would be two story with a slightly <br />raised main entry and a slightly recessed garage, similar to the town homes in Applewood Point. Access to the site would <br />be from Larpenteur Avenue and would get residents into each structure's underground parking, the visitor parking lot and <br />drop-off, and the access to the town home garages. The cooperative includes a 54 unit northern (rear) building that would <br />be adjacent to Dionne Street, with a small on-site parking lot. The three story structure is an "L" shaped design with a <br />prominence along Dionne and the east property line. Connecting this building to the southern (front) building is a <br />multifunction building that would include sitting areas, meeting room, and dining facilities. The southern (front) building <br />includes 50 units with a prominence along the west property line and generally fronting Larpenteur Avenue. <br /> <br />Chair Mulder asked about fire access through the site. (Fire Marshall is aware of this proposal and will complete a review.) <br /> <br />Chair Mulder asked for details on heights (3-story, less tall than the senior building to the west and two story town homes <br />to the east). <br /> <br />Chair Mulder asked what type of exterior materials would be used (not yet determined). <br /> <br />Member Blank asked for details of the town home garages (north side of units). <br />
