<br />Member Bakeman expressed concern with home height and setbacks along Dionne. <br /> <br />Member Stone encouraged broken-up frontages and multiple roof lines, vertical depth and interest. Chair Mulder noted all <br />four sides will be a front of the project. There will be a view challenge. <br /> <br />Member Stone asked what neighborhood meetings will be done and how the project will be marketed through the <br />Roseville Senior Linkage Program. <br /> <br />Member Traynor said he liked the design concepts. On the east side, near the single family area, how will this be <br />screened or planted? (new landscape plan to be done). <br /> <br />Chair Mulder encouraged spending time on landscaping and talking with the adjoining neighbors. A drainage plan is also <br />very important. Understand and demonstrate a sense of scale. <br /> <br />Member Ipsen asked why a cooperative and town home mix? Townhomes are nearest to single family homes, and are <br />more adaptable with neighbors. <br /> <br />Mike Theis explained neighborhood meetings are the next step in March. <br /> <br />b. Set work session date to discuss land use matters with City Attorney. <br /> <br />Chair Mulder explained how Scott Anderson would present a seminar - a refresher on Minnesota Planning Law on March <br />3 or April 7. Staff will check with Scott on availability. <br /> <br />c. Discussion on Commission goal setting for 2004. <br /> <br />Dennis Welsch summarized issues for the next three to five years and the Commission commented and added to this list: <br />. Quality of Life - What kind of a community do you want for your children in 20 years? What will the city be in the future? <br />Do we simply want to be a "pass through" community? How will Roseville regenerate? Resident age and racial diversity <br />and balance within community; continued strength in city and educational services and programs? How do demographics <br />shape the products and services needed in the community? How can citizens participate in this discussion? <br /> <br />. Environmental quality - How will we maintain, improve, and beautify our natural environment? <br /> <br />. Transportation - capacity expansion of Highway 36 and Interstate 35Wand county roads/city streets that act as <br />"relievers"; access to Rosedale from Highway 36; how to deal with traffic congestions, noise and air quality. What are the <br />state and county transportation plans and projections? How can our roadways be more visually inviting and present a <br />cleaner, greener image? <br /> <br />. Public Transportation in first ring suburb needs city and regional improvement <br />How will public transit assist Roseville in the future? <br /> <br />. Twin Lakes - a consensus on what can be done and the need for a redevelopment ethic <br /> <br />. Housing condition and value must be maintained; absentee landlords of single family homes are increasing. <br /> <br />. Housing for public employees, especially first time homeowners is needed. <br /> <br />. Multi-family and rental housing issues: value to community, diversity of types, density, safety, property value, and rental <br />licensing <br /> <br />. Retail Centers - There is a change occurring in how we shop. How will Rosedale and our other centers evolve in a <br />market dominated by big box power centers, life style centers, and internet shopping? <br /> <br />. Existing Job Center and Tax Base - Roseville currently has between 37,000 and 40,000 jobs. Nearly 22% of our resident <br />workers are employed in the community. How can we continue to compete and maintain our diversified commercial and <br />industrial base? <br /> <br />. Two Quality School Districts - Schools have been an integral part (and center) of the community. What are the school <br />districts' visions of the future? How does this help shape the community? How can the city partner with them in a time of <br />declining enrollment? <br /> <br />. Community Center - centralized vs. de-centralized; need for sense of place and meeting spaces. <br /> <br />. Community Connections - pathways, sidewalks, i-net, meeting spaces <br />
