<br />Mike Theis, Clark Wicklund, Joe Krantz (Development Team) spoke to the issues of approval, saying the cost of <br />extending watermains may be too expensive, especially since the extension is 24" diameter. Mike Theis also <br />explained that he is concerned with the park dedication fee. <br /> <br />Member Traynor asked about the orientation of the ponds and buildings. (The site slopes from east to west and the <br />grade is lower in this area). <br /> <br />Member Traynor asked for screening/landscaping issues. Mr. Theis said neighbors to the east are on 300 foot lots. <br />Pine trees will screen some, but not all of the buildings. He asked if the eastern edge does not include pine trees. <br />Mr. Theis is looking for guidance. Chair Mulder suggested landscaping along and within residential property near <br />the lines along the east boundary. <br /> <br />Mr. Theis summarized his neighborhood meeting. <br /> <br />Larry Liendecker, 983 Larpenteur (Chatsworth at Larpenteur) explained that he has re-Iandscaped and graded his <br />site. How is the project site grading altered. Could the park area be placed on the east side? <br /> <br />Clark Wicklund, engineer, explained the drop in the site is from east to west, and the low spots are within the site <br />and used for water storage. <br /> <br />Mr. Linedecker is on the St. Paul water system, with 30 pounds of pressure. Would St. Paul water pressure be <br />damaged by this pressure drop? He also expressed concern about the view from his house to the greenhouse <br />which will remain. Will the greenhouse be new or remain? <br /> <br />Mike Theis explained that the greenhouse in the southeast corner of the site may be reduced, with more outside <br />gardening. The greenhouse (regardless of size) will be a new building with some artifacts/features from the Leben's <br />older garden buildings. Thomas Paschke explained that fencing and screening along the east side must be done in <br />coordination with the adjoining property owners. <br /> <br />Libby Repp, St. Paul resident, explained that lead levels in the soil are present in St. Paul. If the soil is dug up with <br />lead in it, there may be dust problems for her lead-susceptible child. <br /> <br />Mike Wolf, neighbor to the east, explained that he is concerned with the rezoning of R-1 lot adjacent to him. <br />Changing to townhomes will have a negative impact on the value of his lot. Why must the R-1 property be <br />rezoned? Could the project work without the town homes? <br /> <br />Mr. Wolf explained that the existing single family home is aligned with the eastern lot line. Why not leave the <br />existing single family lot, and then create townhomes to the west? Could the townhomes be single level <br />townhomes - much more compatible with the area? <br /> <br />Chair Mulder asked if the developer had considered any of the Wolf options. Yes. Mr. Theis has explored other <br />options and is flexible. Thomas Paschke explained the benefits of the townhomes on this site (two-storey, larger <br />setbacks). <br /> <br />Larry Linedecker, 983 Larpenteur, asked what environmental issues might be on this site? The R-1 to R-3 zone <br />and buffering on the back side is the real problem. The mass of the building is a concern. <br /> <br />Thomas Paschke explained that the developer will have to adhere to regulations of the Minnesota Pollution Control <br />Agency. <br /> <br />John Kellogg, 1697 Chatsworth, expressed concern with change of R-1 to R-3. Is there a setback for a <br />greenhouse? (Yes, new accessory building must be 5 to 10 feet from property line.) <br /> <br />Thomas Paschke explained the garages for town homes or homes along Larpenteur will be from the interior of the <br />lot, not from Larpenteur. If there is a single family home, access will be from the rear. <br /> <br />Mr. Kellogg recommended buffering of single family homes from the project. <br /> <br />Mike Theis said the greenhouse will be razed and may be removed and similar with the fence. Mike Theis said the <br />development has done Phase 1 environmental work, the razing of buildings and construction will be done by <br />licensed analysts and contractors. Summitt Environmental is doing the testing of the existing structures. Soil testing <br />is uncertain at this time. <br /> <br />Member Traynor asked if the developer would consider six town homes. Member Stone asked the acreage of the <br />R-1 zoned lot (approximately % acre). <br />
