<br />8.4 The Public Works Department must complete the review and approve of the grading, drainage, and utility plans <br />proposed with the General Concept and Final Plan submittal. All plans, including the location of fire hydrants (per <br />Fire Marshal) and utility services connections, require the approval of the Public Works Department. Specifically, <br />Greenhouse Village will be required to connect to Roseville water. <br /> <br />8.5 The on-site parking lot for the cooperative proposes 32 off-street visitor parking spaces (21 south side and 11 <br />north side) which are consistent with the City Code. However, staff suggests the provision of a proof of parking <br />agreement that provides an additional 1 0 spaces should they be deemed necessary by the home owner's <br />association or the City. <br /> <br />8.6 Prior to the issuance of a building permit, all fire hydrants must be activated to ensure proper safety precautions <br />are in place to protect the structure and construction workers. <br /> <br />8.7 All buildings, tree branches and roots, debris, and any soil contamination (subject to MnPCA requirements) <br />must be removed from the site (not burned on the site) prior to the issuance of a building permit. Soil contamination <br />reports must test for lead and exposure during construction and a plan must be developed to address lead (and <br />other contaminants above the MnPCA standards) in the soil and mitigate to meet MnPCA standards. <br /> <br />8.8 The landscaping plan must be revised to include the use of fencing and evergreen trees to screen adjacent <br />residential properties to the east, and incorporating elements of the Larpenteur Avenue Streetscape Master Plan <br />within the boulevard area. The developer must continue to work with adjacent property owners along the east <br />property line on the landscape plan and determine who owns the fencing. <br /> <br />8.9 Details must be submitted for review and approval regarding the reuse of the existing greenhouse north of the <br />proposed town homes. <br /> <br />8.10 Park dedication is required. Staff recommends for this development cash payment in lieu of land dedication. <br />The payment amounts to $7,000 for the town home site and $105,000 for the cooperative site. The park fee is <br />placed in the park dedication and redevelopment fund. The Park and Recreation Commission will review this <br />before final approvals. <br /> <br />8.11 Senior to Family Housing Linkage Requirement - As a part of the City and Roseville Housing & <br />Redevelopment Authority's program to encourage choice and opportunity in housing, the developers of this project <br />must prepare a marketing plan that promotes this senior housing project to Roseville residents exclusively for at <br />least 60 days prior to marketing to the broader community. This has effectively been done through area faith based <br />and senior organizations such as churches and senior centers. The developer must also agree to participate in the <br />Senior Housing Regeneration Program (SHRP) which provides a link between single family homes being vacated <br />by seniors and purchased by first time buyers. The developer must promote the SHRP as part of the project sales <br />program and include information regarding the program to each potential purchaser or renter in the project. This <br />relationship will help to provide an intergenerational mix instrumental in achieving a strong neighborhood balance <br /> <br />8.12 Construction Traffic, Access and Delivery Time and Location Plan. A plan shall be developed by the developer <br />and submitted with final documents for approval. The approved plan shall be adhered to by the developer and all <br />contractors/vendors on the site. <br /> <br />Amendment Motion to Motion 4: <br /> <br />Member Traynor moved, seconded by Member Bakeman, to amend the original Motion 4 to include the following <br />additional condition: <br /> <br />8.13 The developer shall provide the City, and thereafter City shall provide notice to property owners (within 350 <br />feet) of the availability of test results and an MnPCA contamination mitigation plan, and a schedule of razing and <br />grading on the site. <br /> <br />Ayes: 2, Bakeman, Traynor <br />Nays: 3, Ipsen, Stone, Mulder <br />Motion failed. <br /> <br />Vote on original motion (as amended ): <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />6.
