<br />A. The proposed structure being placed at the required side yard setback, ten feet from the north property line, to <br />allow for flexible parking on the south side of the building. <br /> <br />B. The proposed mixed commercial structure being limited to a size not to exceed 9,000 sq. ft. <br /> <br />C. Uses within the building being limited to those proposed by the applicant including office, automotive service, <br />and automotive rental and leasing. <br /> <br />D. The provision of 8 additional on-site parking (parallel) spaces along the southern boundary of the site. <br /> <br />E. The automotive rental and leasing use being restricted to 12 on-site parking spaces, specifically 8 parallel <br />spaces to be provided adjacent to the south property line (at the required 5 foot setback) and 4 spaces at the <br />southwest corner of the western parking area.. <br /> <br />F. Visitor/customer parking being located in the 11 on-site parking spaces along the south side of the building <br />adjacent to the entry. <br /> <br />G. Employee parking being restricted to the western parking area and those spaces north of the shop entrance. <br /> <br />H. The trash enclosure being constructed of similar materials as that of the principal structure and placed on the <br />site in a suitable location. Because of the weight of the dumpster when filled with discarded glass, its design and <br />location must be screened but may eliminate the roof and be detached from the principal structure. <br /> <br />I. The building being comprised of integral colored rock faced masonry units with banding accentuation, pre- <br />finished metal trim, and metal or aluminum windows, as per the plans submitted on June 3, 2003. <br /> <br />J. Review and approval of the utility, grading, and driveway accesses by the Roseville Public Works Department <br />and storm water drainage plan for the site by the Rice Creek Watershed. <br /> <br />K. The structure being limited to a maximum height of 3 stories. <br /> <br />L. Signage and site lighting meeting the requirements of Section 1009 and 1010 of the Roseville City Code <br />respectively. <br /> <br />Member Bakeman asked for details of trash dumpster locations. Thomas Paschke explained how the staff is <br />working with the owners to resolve the location. <br /> <br />Member Pust asked for clarification regarding neighboring parcels (Burger King). <br /> <br />Member Traynor asked if the structure will be two stories (yes, with a mezzanine and two-story office space. Three <br />stories are allowed in a B-3 zone.) <br /> <br />Chair Mulder asked if the building was three stories would there be adequate parking (unknown at this time, <br />depends upon use of building). <br /> <br />Member Bakeman asked if vehicles can be left outdoors overnight. (yes) <br /> <br />Mr. Elison had no further comments. <br /> <br />Liz Acker, Roselawn Avenue, asked if the owner has discussed this project with the home owner. (Home owner is <br />selling the structure and lot to the applicant). <br /> <br />There were no further comments. <br /> <br />Chair Mulder asked what uses are allowed in a B-3 vs a B-4 zone. Thomas Paschke explained uses that are <br />different. The Conditional Use Permit within the B-3 zone further restricts the site. <br /> <br />Dan Boerigter noted the building is limited to a 9,000 square foot building. It would be difficult to add another story. <br />A general discussion of parking needs ensued. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Traynor moved, seconded by Member Bakeman, to recommend approval of the Rezoning <br />request by Rod Ellison, based on the findings in Section 5, specifically 5.11 through 5.14 of the project <br />report dated July 7, 2004. <br />
