Planning File 3580: Request by Richard Simpson for an Interim Use Permit to allow general leasing and <br />auto sales at 2660 Cleveland Avenue, within the Twin Lakes Redevelopment Area. <br /> <br />Chair Mulder opened the hearing and requested Community Development Director Welsch to present the verbal <br />summary of the staff report dated July 7, 2004. <br /> <br />Mr. Welsch indicated that Richard Simpson, dba Simpson Auto Leasing and Sales, is a dealer licensed to rent, <br />lease, and sell vehicles. He has operated under a Conditional Use Permit (CUP), in the Hamline Shopping Center, <br />within the detached office building on the site. He is relocating to an 1-2 zone where such uses are permitted with a <br />CUP, due to the change in uses on the Shopping Center site to residences <br /> <br />Mr. Simpson advised that there would be no vehicle display (vehicles will be kept in their current location behind <br />the building); that additional signage is necessary and a permit will be applied for; that hours would be limited from <br />8:00 a.m. to 6:00 p.m. Monday through Friday and 9:00 a.m. to 2:00 p.m. Saturday; and that the Interim Use Permit <br />be administratively reviewed annually with no renewal beyond 3 years. <br /> <br />Dennis Welsch explained the reasons for attempting to keep the vehicles overnight within the building showroom <br />(easily accessible vandalism). <br /> <br />Member Pust asked for information about hours of operation - no Sundays, why? (State Law) <br /> <br />Chair Mulder asked if the operation has already begun. (few vehicles on site for two months) <br /> <br />Mr. Simpson noted that Roseville Properties has alerted him that his sales/leasing use is short term for 2-3 years. <br />He explained the business. <br /> <br />There were no further comments form the public. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Traynor moved, seconded by Member Bakeman, to recommend approval of a three year <br />Interim Use Permit in accordance with Section 1 012.06A and B of the Roseville City Code for property <br />located at 2660 Cleveland Avenue (Simpson Auto Leasing and Sales) subject to the following conditions: <br /> <br />a. The Interim Use Permit be for a maximum of three years, terminating on June 30, 2007, with an annual review <br />by the Community Development Department. <br /> <br />b. Hours of operation being limited from 8:00 a.m. to 6:00 p.m. Monday through Friday and 9:00 a.m. to 2:00 p.m. <br />Saturday. <br /> <br />c. No front yard vehicle display allowed. Planning File 3584: Request by Family Academy Charter School to renew and expand their existing Interim <br />Use Permit allowing an additional temporary classroom facility at Advent Lutheran Church, 3000 Hamline <br />Avenue for a period of one year. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated July 7,2004. <br /> <br />Thomas Paschke advised that Family Academy is seeking approval to renew and expand their current Interim Use <br />Permit granted by the City Council on June 17, 2002.
