Planning File 3592: Request by Judith LeTendre for a roadway easement vacation for a portion of Wagner <br />Street. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated August 4, 2004. <br /> <br />Mr. Paschke advised that on November 2, 1939, Rolling Green was recorded with Ramsey County. This <br />subdivision plat created lots and dedicated street right-of-way for an area generally west of Chandler Avenue, <br />south of McCarrons Boulevard, and north of Wagner Street. Specific to this plat was a 30 foot wide dedication for <br />the future roadway to be known as Wagner Street. On July 2, 1980, a roadway easement was granted to the City <br />of Roseville, which easement is 30 feet wide, 266 feet long, and directly adjacent to 386 Wagner Street. On May 6, <br />1992, a roadway easement for a portion of the Western Avenue cul-de-sac was granted to the City of Roseville. <br /> <br />Judith LeTendre, property owner at 386 Wagner Street, has requested that a portion of the 30 foot wide by 266 feet <br />long easement be vacated. <br /> <br />Mr. Paschke further indicated that the proposal to vacate the southern portion of the 30 foot by 266 foot roadway <br />easement has been reviewed by the Public Works Department. The roadway easement has been determined to be <br />unnecessary. Specifically, Wagner Street will remain a dead end cul-de-sac west of Western Avenue (never to <br />connect) and the easement has no public utilities beneath it. <br /> <br />Ms. LeTendre had no comment. <br /> <br />George Cartwright, 1823 Western Avenue, asked for clarification on setbacks and frontages and the vacation <br />process. He expressed concern about the potential large house on the lot south of his lot. <br /> <br />Ms. Ann Elias, 1823 Western Ave., asked how close an owner can build to a side lot line (10 feet from the side lot <br />line). She asked for further detail on the easement. <br /> <br />Jay Rollinger, 403 Wagner, asked if he could request a vacation of non-road land in front of his house (yes). <br /> <br />Ann Elias likes the public access ways for pedestrians and hopes they can remain. <br /> <br />Deb Bloom and Thomas Paschke explained this right-of-way is not on the pathway plan and there is no funding for <br />a public pathway. <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Pust moved, second by Member Bakeman, to recommend approval of the request by <br />Judith LeTendre to vacate a portion of the 30 foot by 266 foot roadway easement, that being a piece 30' x <br />153', directly adjacent to 386 Wagner Street, based on the finding of Section 5 of the project report dated <br />August 4, 2004, subject to the following condition: <br /> <br />a. The applicant submitting the legal description of the area to be vacated and the proper legal document on which <br />to record the vacation at Ramsey County, both to be reviewed and approved by the Director of Public Works. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />6. Planning File 3595: Sketch Plan review of the Planned Unit Development for Twin Lakes redevelopment by <br />Master Developer Rottlund Homes and specialized developers Roseville Properties, Ryan Companies and <br />Welsh Companies <br /> <br />Dennis Welsch, Community Development Director, advised Rottlund Homes, the Master Developer for Twin Lakes <br />Redevelopment, has prepared a Sketch Plan for review by the Planning Commission, which plan proposes to <br />redevelop the existing mixed business and truck terminal areas within the south and southwest portions of Twin <br />Lakes as Phase 1 of their redevelopment concept for all of Twin Lakes. <br /> <br />Rottlund and specialized developers Roseville Properties and Ryan Companies have shared their plans and <br />received comments from the Twin Lakes Stakeholders from February through July of 2004. Within Phase 1, on 70 <br />
