Parking spaces shall be applied as follows; 6 spaces for employees, 6 spaces for customers, and <br />1 space for each vehicle on display. <br /> <br />Member Doherty asked what "refreshing" the building (as in 5.3) means. Thomas Paschke explained repainting <br />and remodeling. <br /> <br />Mr. Paschke advised that based on the information and findings provided in Section 4 and 5 of this project report, <br />the Community Development Staff recommended approval of the Conditional Use Permit to allow a small vehicle <br />rental and leasing business at 3114 Old Highway 8, subject to the following conditions: <br /> <br />a. For the purpose of this Conditional Use Permit "small vehicle" shall mean a passenger car, sport utility vehicle <br />and/or a % ton pick-up truck. A trailer or boat shall not be considered a small vehicle. <br /> <br />b. The removal of the northern most vehicle access on Old County Road 8, for which a permit to work within the <br />County right-of-way is required and for which said improvements must meet City curb and gutter design standards. <br /> <br />c. The submittal of a scaled site plan that includes parking lot and drive lane striping, trash enclosure, security <br />fencing, trailer/dolly and vehicle storage for review and approval by the Development Review Committee. <br /> <br />d. The installation of boulevard trees (consistent with City policy) either within the boulevard adjacent to County <br />Road D or in the front yard if the boulevard width is inadequate. <br /> <br />e. The submittal of a sign plan consistent with Section 1009 of the Roseville City Code, to be reviewed and <br />approved by the Development Review Committee. <br /> <br />f. The provision of a site lighting plan consistent with Section 1011 of the Roseville City Code to be reviewed and <br />approved by the Development Review Committee. <br /> <br />g. The use of the building and site being limited to a small vehicle rental and leasing business. <br />h. The inspection of the premises by the Fire Marshal and Building Official for life, safety, and code compliance and <br />submittal and issuance of a building permit (or other permit) for all necessary and required improvements. <br /> <br />i. The property owner must submit documentation that petroleum tanks have been removed as per Minnesota <br />Pollution Control Agency regulations. <br /> <br />j. The applicant shall patch, repair, seal coat and work with staff on requirements for parking lot and building repair. <br /> <br />Member Doherty asked if parking lot improvements will be made (no). He asked if staff recommendation "a" and "g" <br />could be combined. Thomas Paschke explained the reasoning. <br /> <br />Chair Traynor asked if the owner must supply MnPCA documentation of status of the site (yes). <br /> <br />Rick Mendlik, Enterprise Rental, stated the parking lot will be repaired and re-striped. He will work with the City on <br />landscaping. The building will be refreshed (new paint, inside remodeling, ADA compliance). The lot will have a <br />new parking layout with two handicapped spaces, some customer parking. <br /> <br />Chair Traynor asked if there are enough existing spaces or area on the site for up to 20 vehicles (yes). Thomas <br />Paschke explained they can meet the Code requirement (12) and the number of vehicles on the lot at maximum <br />use periods. Staff will have to monitor the site parking; there is no specific requirement in the Code. <br /> <br />Member Doherty asked ifthere will be a car wash. Yes, but not mechanical, simply a hand wash within one of the <br />existing inside car stalls. What will the hours of operation be; 7:00a.m. - 6:00 p.m., and closed on Sundays. <br /> <br />Enterprise is moving because their existing site is within Twin Lakes. <br /> <br />George Reiling, 661 Heinel Drive, owner of property south of proposed Enterprise site. He explained the history of <br />the site. He is opposed to any building renovation. It should be a grocery store or other major use. He explained <br />taxes, and tax growth on the site. Enterprise should contact Mr. Reiling for sale to make a larger site. Mr. Reiling <br />believes something new should be built on the site. The existing building deters development on the adjacent <br />Reiling site. <br /> <br />There were no further comments. Chair Traynor closed the public hearing. <br /> <br />Motion: Motion by Member Bakeman, seconded by Member Boerigter, to recommend approval of a <br />Conditional Use Permit allowing Enterprise Leasing Company of Minnesota to occupy 3114 Old Highway 8 <br />for a small vehicle rental and leasing business, based on the comments and findings outlined in Section 5 <br />and conditions, as amended with the addition of "i" and "j", outlined in Section 6 of the project report <br />
